This program was approved by the Healey-Driscoll administration in March along with eight other high schools across the state. The Massachusetts Early College program gives students the opportunity to take college courses and earn credits at no cost before they graduate from high school. Early College allows students to get a head start on their higher education and contributes to signifi cantly higher college enrollment and completion rates, particularly for low-income, minority and fi rst-generation college students. The annual art display is hosted by the Malden High Fine Arts Department with art educators Joseph Luongo, Julie Mullane, Kristina Gilbert and Melissa Sullivan shepherding the works of Malden High students. Also on hand was the founder of the show, former 24-year MHS art teacher Mary Ann Seager, who for all of her years was well known for her love of Malden High and all of its students. A fi xture since 2001, the art exhibition features the creations of many Malden High School art students, with dozens and dozens of artistic works from many different mediums displayed on the walls of the lobby and anteroom of the offi ce building at 350 Main St. in the heart of Malden Square at the intersection of Route 60/Centre St., Main and Exchange Streets. Opening Night, which was held on April 6, drew over 150 art lovers primarily from Malden, as well as surrounding communities and other visitors from around the region. The exhibition is open to the public six days a week, from 8:00 a.m. to 6:00 p.m. Monday “The Singer” is one of the many pieces on display. through Friday and 9:00 a.m. to noon on Saturdays. There is no admission charge and those who visit are free to view the artwork on their own or with a small group. The exhibit features many different forms of art, including paintings, drawings, sketches, ceramic works and various creative sculptures. It is an eclectic mix, but one connected by Malden High School students’ love and dedication for artistic expression, according to Seager. Seager started the event 22 years ago, following a simple request from city offi cials for some MHS students to create some artwork to enhance a city event. “They made some puppets in art classes and it went over so well, we said, 'Why not start an exhibition of the students’ art,’ and it just took off from there,” Seager said. “This is amazing work by our students,” Dr. Noriega-Murphy said. “It really is a fantastic showcase for our Malden High School art students to show their work.” “The creativity and talent of our students is no secret and this is a great opportunity for the residents of Malden and other communities to see this magnifi cent display fi rst-hand,” MHS Principal Mastrangelo said.

The fi re station is located directly across the street from Malden High School (77 Salem St., Malden.) Malden Police Dept. Animal Control Offi cer Kevin Alkins is urging all pet “parents” in Malden and surrounding communities to take advantage of the return of the Rabies Vaccine Clinic. The clinic was postponed during the height of the COVID-19 pandemic but is now “back in business” for the second year in a row, according to Alkins. Rabies is a preventable viral disease most often transmitted through the bite of a rabid animal. Here we touch the green, green grass of our collective Malden home with a look back at 1973 and a letter to the editor with Malden historical value. The Malden Sun-Times, 1973, a “Letter to the Editor”: “The elimination by a knockout of Joe Sideri, a leading Malden heavyweight boxer in one round at the Golden Gloves Nationals in Lowell, was a setback and a surprise. Sideri was riding it high in the amateur boxing ranks when he was defeated. But his future is rosy; he’s still young and coming. “Perhaps the greatest fi gure in the amateur ring of years past was Neddo Flanagan, who was a coming fi gure in boxing circles - as Joe Sideri. Neddo came from Malden around World War 1 time, went through the Golden Gloves as an amateur, and as a heavyweight fi ghter of 200 pounds, he went on into the professional ranks and scored about 14 knockouts in 16 fi ghts. He then joined Buckley’s camp, boxing out of Kelly’s Gym in Boston and, in 1924, fought a sizzling battle with Hambone Kelly, a sensational South Boston boxer at Wonderland Park. On July 4th, he met with an accident and the fi ght was stopped in three rounds at Revere Beach. “Neddo was the older brother of Phil Flanagan, who was a topnotcher in the 160-pound class. Neddo had fought Jim Maloney and lost in fi ve rounds at Braves Field in 1922 while in Buckley’s camp. He was killed in his prime at the Pick Wick Club disaster in 1925. [My note: The Pick Wick disaster is a fascinating story]. “Getting back to Sideri and amateur boxing, certain stars dominate the divisions. I recall around 1935 entering a novice class as a 175-pound fi ghter with not many fi ghts. My adversary, Jake Eagle, defeated me in the semi-fi nals at the B.A.A. Clubhouse on Exeter Street in Boston. Nothing sensational about that but less than two weeks later Eagle turned pro and was knocked out in two rounds by Dick Maloney, Jim’s youngest brother, at the [Boston] Arena. Here was a clearcut case of a professional fi ghter boxing as a novice and amateur. “George J MacDonald Salem Street - Malden.” As Peter Falk’s iconic TV character Columbo would say, “Just one more thing, sir” – who says I ignore every part of Malden except Edgeworth?! Well, for the most part that is true, but I am changing that right now. Malden YMCA Director Ken Butler. Mr. “Malden Babe Ruth League” Bob Rotondi. Malden High School (Class of 1965) outstanding track star - Bob Bruen. Tom Dempsey - Malden Catholic High School (Class of 1966 who placed 3rd in the 1965 New England H.S. Cross Country Championships). The great Dan Moynihan from Malden Catholic - Class of 1969 who won the 1968 - New England High School Cross Country Championships and the 1969 Two Mile in the New England Championships and became only the 2nd Massachusetts’s high school runner to break 9 minutes for the 2 miles. Greater Boston Track Club Pioneer / Founder, Billy Squires. Four-time Boston Marathon winner as well as the G.O.A.T. American Marathoner, Billy Rodgers who was living in Melrose in 1975 when i started to train/run twice a day. Also, high school greats like Art Dulong from Randolph, Alberto Salazar from Wayland, and the great Eric Hulst from California. I also admired Yaz, Namath, Jim Ryun, Ted Williams, Orr, and Russell. At the top of my list is my biological dad who was the G.O.A.T. high school basketball player to graduate from Salem High School (1958) and he had the distinction of receiving the fi rst full basketball scholarship that Northeastern ever off ered in 1958. “The G.O.A.T. all-around high school athlete to come out of Malden (in my opinion) was Neil Hurley who was a 1966 Malden Catholic graduate. Richie Cullen was also part of that class and was a football star for that great 1965 Malden Catholic squad, All-American in football, and the star of the 1965 Malden Catholic State Champions - and he was a Massachusetts all-scholastic athlete in football, hockey, and baseball. “1965 was the year that the greatest Malden High School ‘miler,’ Bob Bruen graduated. Bruen won the New England High School Mile in 4:12 and smashed the old record of 4:15 by 3 seconds. It was only one week earlier that Bruen ran a 4:14 mile in the Massachusetts all-state high school track & fi eld championship and smashed the old record of 4:16 for the mile. Bob Bruen fi nished off his incredible Malden High School track career by fi nishing 2nd to the great Jim Ryun in the National High School Track & Field Championship meet in Sacramento, California with an amazing time of 4:08.” Postscript: Speaking of the living legend Peter Caso (not Bruno Sammartino) – I’d like to take a moment to acknowledge somebody who I feel has been forgotten during Pistol’s meteoric rise to fame (if not fortune): one David Milliken, whose presence as a “social media influencer” has been overshadowed these past few years by the Pistol. David and Pete started their journey together years ago as “partners in crime,” so to speak. Walking, talking and posting together all things to do with the celebrated streets of Malden – mostly on the “Malden, back in the day” Facebook page. Pete followed his gut and went solo about three years ago, creating his own destiny, but Dave stayed behind to carry on what they had started together. Since Pete’s departure Dave’s posts on MBITD have entertained as well as informed Maldonians who yearn for a look at yesterday Malden and the simpler lives we led. Pistol’s vision was moving forward, informing Maldonians on present day issues near and dear to those trying to navigate these complex times we live in. They both do a stellar job. One of the most remarkable aspects of the Malden Rec program list is the age range it covers. THE MALDEN ADVOCATE–Friday, April 21, 2023 Page 9 Artist Focus: Elisee Lapaix By Fern Remedi Brown E lisee Lapaix is a Malden screen-printer who makes T-shirts and other wearables in partnership with his wife, Yana, under the name of Wake Up Threads. The line is inspired by the early teachings of his family. Elisee’s father is a retired pastor; he says he “grew up in the church” and that “it was always about the community.” One of the expressions that resounds from his youth is “If there’s hunger, I’ll help wherever I can.” Lapaix says that his parents instilled a strong sense of social justice. Elisee didn’t set out to become a screen-printer. He had planned to learn the trade from his brother-in-law and, after his brother-in-law suffered a stroke, he bought the equipment and read and tried things to learn how to do it. He started out taking orders for other people and got his name out there under a prior business name. After a period of time, he had the realization that he wanted his work to have a deeper meaning. As in year’s past, this festival will be on Pleasant and Exchange Streets and will be kicked off by the TPS Truck Pull Competition. He coached hockey at Saugus High, the University of New Hampshire, Merrimack College and Malden Catholic as well as baseball for many of his five sons’ teams through their growing years – as well as being the former head baseball coach at the University of New Hampshire. Coach Serino steered Saugus High to two boys hockey State Championships – its only state titles in any sports – as well as two Super 8 State Hockey Championships at Malden Catholic in 2011 and 2012. Locally and across the region, many mourned his untimely passing in October 2012 from a battle with cancer while he was serving as athletic director and head hockey coach at Malden Catholic High The Ninth Annual Christie Serino Memorial Baseball Tournament is being held in Malden today, featuring host Malden High, Somerville High, East Boston and Greater Lawrence Tech. In 2021, Coach Serino and his family received a tremendous honor when the new football and track stadium at the newly built Saugus High School was dedicated in his honor. Today in Malden, for the ninth time, the late Coach Serino’s legacy will be honored again with the playing of the Ninth Annual Christie Serino Baseball Classic, where four teams will compete for the 2023 Championship. The Serino Classic originated in 2014 – first hosted by Saugus High School – Coach Serino’s alma mater, and has been held continuously since then, except for 2020, when it was sidelined along with the entire rest of the high school season in 2020. Coach Freker said it has been an honor to memorialize Coach Serino all of these years. “He was a leader and mentor to hundreds of athletes and coaches. There is really no one in this region who has made such an impact on so many lives in the high school and college ranks,” said Coach Freker, who is now in his seventh year at Malden High, his second time around as head baseball coach of his alma mater. He was the head baseball coach at Saugus High from 2014-2016 and head baseball coach at Malden Catholic from 2000-2012, all of the years Coach Serino was Athletic Director. Daniel Cremin Malden Catholic Hall of Fame in March of this year, Mass. State High School Coaches (MBCA) Hall of Fame in 2016 and the Malden High Golden Tornado Hall of Fame in 2007. While at Malden Catholic, Freker served under Serino, who was athletic director at the time, and also coached two of Coach Serino’s sons, Nick and Anthony. Both of the sons were D-1 scholarship baseball players at UMass-Amherst. Nick Serino went on to the professional ranks with the Toronto Blue Jays organization, one of eight professional MLB baseball players from Malden Catholic from 2003-2012. “We started the Serino Classic in 2014 at Saugus High and it was such a big success we brought it to Malden High when we returned here,” Freker said. Page 18 THE MALDEN ADVOCATE–Friday, April 21, 2023 For Advertising with Results, call The Advocate Newspapers at 617-387-2200 or Info@advocatenews.net MASSACHUSETTS ESTATE TAX EXEMPTION INCREASE T he Massachusetts House of Representatives on April 13, 2023 passed tax legislation that included increases in the rental deduction, reducing the short-term capital gains tax rate from 12% to 5%, creating a refundable child tax credit, a doubling of the circuit breaker tax credit from $1,200 to $2,400, increasing the earned income credit, several other provisions as well as an increase in the estate tax exemption from $1million to $2million. The increase in the estate tax exemption is a step in the right direction. $1million is simply way too small of an exemption. $2million is better but I’d like to see even higher. There are so many taxpayers over the $1million threshold that the state had to increase it. Too many people have moved to states that are more tax friendly. New Hampshire has no estate tax. Florida has no estate tax. Texas has no estate tax. For the few states that do have an estate tax, the exemptions are much higher than in Massachusetts. A $2million exemption is certainly much better than $1million but as real estate and the stock market continue to rise in the years to come, those exemptions might not go far enough. There may be down markets but inevitably the real estate market and stock market are bound to rebound if history repeats itself. Many taxpayers have simply relocated to more tax-friendly states in order to avoid not only the Massachusetts 5% income tax but to avoid the estate tax altogether. The federal estate tax exemption is now $12.9million. Although it is scheduled to sunset and drop back down to $6million in 2026, it is still much more than the exemption in Massachusetts. The good news is the house’s version of the new estate tax law provides for the estate tax to be assessed only on the value of the gross estate over $2million, not the first $2million, once you surpass that threshold. A married couple can then structure their estate, if they so choose, in such a fashion as to leave $4million Massachusetts estate tax free to their children by making sure each spouse capitalizes on his or her $2million exemption. This increase in the exemption is long overdue. Let’s hope the Senate passes its version of the tax package quickly and a final bill is agreed to.There are simply too many taxpayers that will continue to leave the state in order to avoid the Massachusetts estate tax. Even if they continue to own real estate in Massachusetts, they might be inclined to transfer their real estate holdings into limited liability companies to avoid having the Massachusetts real estate being subject to the Massachusetts estate tax. The non-resident will be deemed to own an intangible membership interest in a limited liability company that results in the value of the interest not being taxable in Massachusetts. This would be similar to owning stock in Tesla. As a Florida resident, the Tesla stock would not be subject to the Massachusetts estate tax. Joseph D. Even before the pandemic, we have known that there are signifi cant health and wellbeing challenges for our seniors, their families, and the workforce who cares for them. And with an average of 10,000 baby boomers turning 65 every day in the country, it is imperative that state laws meet the moment. The three bills considered by the Committee refl ect robust collaborative engagement among legislators, executive branch offi ces, advocates, and other stakeholders and will eff ect critical reforms in nursing homes, assisted living residences, and home care across the continuum of care.” “COVID-19 has taught us how essential our seniors and those who care for them are. The three bills heard today are critical to vastly improving the continuum of care for elders,” said Representative Stanley. “The committee will take the critical comments heard today and written testimony into consideration as we review the legislation.” An Act to improve quality and oversight of long-term care addresses the remaining needs highlighted in the 2020 Nursing Facility Task Force report, including establishing career ladder grants and student loan forgiveness programs, strengthening and enhancing the suitability standards of the Department of Public Health (DPH) and providing DPH with additional tools to monitor and take punitive action on facilities. Attorney General Andrea Campbell testified in support of the bill and spoke to how increasing the oversight of the nursing home industry is vital to ensuring the health and safety of seniors. This bill increases the maximum civil penalties for abuse, neglect and death of a patient or resident of a longterm care facility and increases the statute of limitations from two years to four years. Advocates drew attention to the critical workforce crisis faced by the nursing home industry. According to the Massachusetts Senior Care Association, there are 8,000 vacancies (about one in fi ve employees) across the Commonwealth, leaving more than 3,000 licensed beds unavailable due to shortages. The use of temporary nursing agencies has tripled since 2019 and exacerbates the staffing shortage further. The bill’s provisions to create a living wage for workers, creating career ladder grants, and increased training for workers will help improve the workforce crisis by creating incentives for new workers to join the industry and for existing employees to stay, further develop their skills and assume leadership roles. An Act to improve Massachusetts home care establishes a licensure process for home care agencies with the goal of improving standards and preventing the abusive treatment of home care workers, personal care attendants and consumers. New standards for home care agencies found in the bill include a 5% ownership fi nancial disclosure, fi nes and punishment, appropriate levels of training and competency for staff , and liability insurance. Massachusetts is one of the few states in the country that does not license home care agencies. Those testifying made clear how by licensing home care agencies and increasing oversight, both consumers and home care workers would be protected. An Act authorizing common sense health services in assisted living would give assisted living facilities the option to provide basic health services by a Registered Nurse or Licensed Practical Nurse with written approval from the Executive Offi ce of Elder Aff airs. Basic health services authorized in the bill would include administering injections, such as insulin, managing oxygen, applying drops or ointments and handling wound care. Assisted living facilities are currently allowed to offer basic health services under an emergency order – and extended via legislation – that is set to expire on March 31, 2024. Without a permanent solution, residents and their families would need to arrange for a private outside nurse to visit and administer basic health services. Industry leaders as well as the families of those currently in assisted living and receiving these services spoke to the impact of this legislation. I will turn 72 this year and want to be clear on what I’m required to do. Planning Ahead Dear Planning, Thanks to the SECURE Act 2.0 that was passed by Congress last December, there are several new rules that aff ect required minimum distributions (RMDs) from traditional IRAs, 401(k)s and other tax-deferred retirement accounts. These changes, which build on the original SECURE Act of 2019, are a benefi t to retirees by increasing the RMD age and lowering the penalty for missing a withdrawal. Here’s what you should know. New RMD Rules As of Jan. 1, 2023, the starting age for taking RMDs is now 73, up from 72. And it rises to age 75 in 2033. This change means that if you turn 72 this year, as you stated in your question, you can delay your RMDs one more year, allowing your savings in these accounts to grow longer, tax deferred. But once you turn 73 (next year), you must start taking annual RMDs from the tax-deferred retirement accounts you own – like traditional IRAs, SEP IRAs, SIMPLE IRAs, 401(k)s, 403(b)s and 457(b)s – and pay taxes on those withdrawals. Distributions are taxed as ordinary income in your tax bracket. There are, however, a few exceptions. Owners of Roth IRAs are not required to take a distribution, unless the Roth is inherited. And starting in 2024, Roth 401(k)s will not be subject to RMDs either. There’s also a work waiver for RMDs you should know about. If you are still working beyond age 73, and you don’t own 5 percent or more of the company you work for, you can delay withdrawals from your employer’s retirement plan until after you retire. But if you have other non-work-related accounts, such as a traditional IRA or a 401(k) from a previous employer, you are still required to take RMDs from them after age 73, even if you’re still working. Deadlines and Penalties Generally, you must take your distribution every year by Dec. 31. First timers, however, can choose to delay taking their distribution until April 1 of the year following the year you turn 73. But be careful about delaying, because if you delay your fi rst distribution, it may push you into a higher tax bracket because you must take your next distribution by Dec. 31 of the same year. Also note that you can always withdraw more than the required amount, but if you don’t take out the minimum, you’ll be hit with a 25 percent penalty (it was 50 percent) on the amount that you failed to withdraw, along with the income tax you owe on it. This penalty drops to 10 percent if you take the necessary RMD by the end of the second year following the year it was due. Distribution Amounts Your RMD is calculated by dividing your tax-deferred retirement account balance as of Dec. 31 of the previous year, by an IRS estimate of your life expectancy. A special rule applies if your spouse is the benefi ciary and is more than 10 years younger than you. IRA withdrawals must be calculated for each IRA you own, but you can withdraw the money from any IRA or combination of IRAs. If you own 403(b) accounts, they too allow you to total the RMDs and take them from any account or combination of accounts. With 401(k) plans, however, you must calculate the RMD for each plan and withdraw the appropriate amount from each account. To calculate the size of your RMD, you can use the worksheets on the IRS website – see IRS.gov/Retirement-Plans and click on “Required Minimum Distributions.” Or contact your IRA custodian or retirement-plan administrator who can do the calculations for you.
