But with site work underway, and work on the first buildings in the fi rst phase in Revere – the one-million-square-foot Beachmont Plaza – to begin this year, big things are happening at the storied former racetrack. HYM Founding Partner/Managing Director Thomas O’Brien updated the City Council last Monday night. The biggest revelation of the night was the plan to build a fi ve-story, $500 million life sciences building on the lots marked R10 and R11 on the plans for the site. Police Chief David Callahan will be hosting several informational sessions and initiating new protocols to engage more intentionally with residents. The RPD will enhance police youth engagement and conduct outreach in the community with an emphasis on reaching those from underrepresented areas with possible language barriers by utilizing the diversity and language profi ciency of offi cers who are bilingual. “We understand that to best serve our residents and continue to build trust, we have to work in partnership with them to make sure our neighborhoods are safe,” said Callahan. “We have to create more opportunities for positive interactions that are not solely based on police functions.” Revere Police prioritize relationships with youths and the community as the key to building trust and creating a safe neighborhood. This starts with an emphasis on daily interactions in neighborhoods and schools and includes proactive prevention strategies. The RPD provides positive pathways for youths with its Police Activities League (Revere PAL). The Revere PAL program off ers recreational and interdisciplinary opportunities for Revere Police personnel to engage directly with youths in a structured, fun, positive environment. These activities have proven to be successful in breaking down the barriers that often impede police and youth relationships. The fi rst Ways and Means Subcommittee meeting to take up the budget is scheduled for Wednesday, June 16. The Ways and Means Subcommittee meetings will begin the substantive budget discussions between the City Council and the administration and city departments. The budget is close to the amount of the fi nal adopted fi scal year 2021 budget of $223.3 million. Those totals include the general municipal operating budget as well as the school budget and the city enterprise fund budgets. What should make the budget process a little diff erent from past years is the dispensation and use of the $30 million in funds the city is slated to receive as part of the American Recovery Plan Act. During last Monday night’s City Council meeting, city Finance Director Richard Viscay said information is still coming in about what are and are not acceptable uses for the federal funds. Viscay presented the budget binder to the council. He said there are still a few items that will be added to the binder in the coming days, including the fi ve-year fi nancial forecast and the capital improvement budget. “The numbers for all the departments are submitted in [the budget binder], as well as the revenue forecast, the debt forecast, and all other documents required as part of the GFOA [Government Finance Offi cers Association] budget,” said Viscay. Viscay noted that Revere has received the distinguished budget award from the GFOA for the past eight straight years. What I did not realize is that the signage does not equal law in the city.” In order for the animal conRICHARD SERINO Ward 6 Councillor Last Monday night, Ward 6 Councillor Richard Serino proposed a motion to formally establish an ordinance setting up rules at the dog park. “I realize that on a night where we are talking about water and sewer rates and the budget, this may seem like a trivial subject, the West Revere Dog Park,” said Serino. “But an issue has arisen whereby people are breaking the rules of the dog park. So at the dog park, there is signage with clear rules and regulations about what you can and cannot do in the dog park.” The biggest issue recently has been the rule stating that there trol offi cer to enforce the rules, the City Council needs to create an ordinance to put some teeth, so to speak, into enforcing the rules. “All the ordinance is [is] basically everything that is on the signs and the rules of the park,” said Serino. “I would like to expedite this through the Legislative Aff airs Subcommittee because it is an issue that is persisting, and residents have been asking about it.” City Council President Anthony Zambuto praised the motion. “I think that it is unfortunate that we have to make a law, but the one thing that we can do if these dogs are not licensed and registered – they can be fi ned right now before this goes in place,” said Zambuto, who ordered the proposed ordinance to a public hearing. and the public will have greater online, in-depth access to the budget this year thanks to a new interactive budget process from ClearGov, a Maynard-based software company. “We are not prepared to turn it face forward at this particular point, but we hope that by the time all the documents are in we can turn in front facing for the council and residents to have a more active approach to look at the budget,” said Viscay. THE REVERE ADVOCATE – FRIDAY, JUNE 11, 2021 Page 5 McKenna proposes arts center at Beachmont Fire Station By Adam Swift F rom putting out fi res, to a home for the hottest in local art – Ward 1 City Councillor Joanne McKenna is pushing for a plan to transform the Beachmont Fire Station into a center for the arts. Last Monday night, councillors praised McKenna’s motion requesting that the city look into the possibility of using federal American Rescue Plan Act funds to turn the rundown fire station into a complex of artist lofts and studio space. “The Beachmont Fire Station is the oldest fire station in the city,” said McKenna. “It’s an historical building, one the community and the city would like to keep, since we have lost so many landmarks.” During a recent public forum on the use of American Rescue Plan Act funds, McKenna said, the future of the Beachmont Fire Station was brought up. “The fi re station has been a storage facility for many years now, and the JOANNE McKENNA Ward 1 City Councillor outside of the building is in disarray,” she said. “Two years ago, the Beachmont Improvement Committee and Elle Baker [of the Planning Department] and I looked at the building and tried to utilize it, but because of the funding, we were unsuccessful. Now, with the American Rescue Plan fund, we now might have the opportunity to save this beautiful, historical building by maybe creating artist lofts and an art gallery.” While surrounding communities have arts centers, McKenna said Revere is lacking a place where Revere residents can enjoy local visual art and where artists can create and show their work. “I want to commend Councillor McKenna for this motion,” said Councillor-at-Large Jessica Ann Giannino. “You are so thoughtful about your community and about Ward 1 and the art community, and just taking spaces and really coming up with creative uses for them. Our offi ce will work with federal law enforcement partners to identify and hold the criminals responsible for these ransomware attacks accountable.” Ransomware is a form of computer malware that encrypts fi les on a computer or network, rendering the systems that rely on them unusable. Malicious actors then demand a ransom in exchange for decryption. Ransomware                                                       actors often target and threaten to sell or leak exfiltrated data or authentication information if the ransom is not paid. Ransomware attacks are constantly evolving and on the rise. Just last week at The Steamship Authority in Massachusetts, ransomware caused massive disruption to its ticketing and reservation systems. An attack on JBS S.A., a Brazilian company known as the world’s largest meat processing company, led to production shutdowns and lost profits and wages. Last month a criminal group employed ransomware to lock the systems of Colonial Pipeline, a pipeline operator for the East Coast, causing a multiday operational shutdown and leading to a spike in gas prices, panic buying and localized fuel shortages in the southeast. On June 2, Anne Neuberger, Deputy Assistant to the President and Deputy National Security Advisor for Cyber and Emerging Technology, issued a memo titled “What We Urge You To Do To Protect Against The Threat of Ransomware,” with the following recommendations: Implement the five best practices from the President’s Executive Order: President Biden’s Improving the Nation’s Cybersecurity Executive Order outlines fi ve, high-impact, best practices to safeguard networks: multifactor authentication (because passwords alone are routinely compromised), endpoint detection & response (to hunt for malicious activity on a network and block it), encryption (so if data is stolen, it is unusable) and a skilled, empowered security team (to patch rapidly and share and incorporate threat information in your defenses). These practices will signifi cantly reduce the risk of a successful cyberattack: • Backup your data, system images and confi gurations; regularly test them and keep the backups offl ine: Ensure that backups are regularly tested and that they are not connected to the business network, as many ransomware variants try to fi nd and encrypt or delete accessible backups. Maintaining current backups offl ine is critical because if your network data is encrypted with ransomware, your organization can restore systems. • Update and patch systems promptly: This includes maintaining the security of operating systems, applications and fi rmware in a timely manner. Consider using a centralized patch management system; use a risk-based assessment strategy to drive your patch management program. • Test your incident response plan: There’s nothing that shows the gaps in plans more than testing them. Run through some core questions and use those to build an incident response plan: Are you able to sustain business operations without access to certain systems? For how long? Would you turn off your manufacturing operations if business systems, such as billing, were offl ine? • Check your security team’s work: Use a tester to test the security of your systems and your ability to defend against a sophisticated attack. Many ransomware criminals are aggressive and sophisticated and will fi nd the equivalent of unlocked doors. SECURITY | SEE Page 35 Spring!

THE REVERE ADVOCATE – FRIDAY, JUNE 11, 2021 Page 7 New study shows ‘Millionaire’s Tax’ has high cost and low return T he Fiscal Alliance Foundation and The Beacon Hill Institute (BHI) recently released a study showing the eff ects of instituting a so-called “Millionaire’s Tax” on the Massachusetts economy. Speaker of the Massachusetts House of Representatives Ron Mariano and Massachusetts Senate President Karen Spilka have scheduled a vote on Wednesday to amend the Commonwealth’s constitution, paving the way for voters to weigh in at the 2022 ballot box. If passed, high-income earners and certain small businesses would see their state income tax increase by 80 percent, from five percent to nine percent. The measure would eliminate the constitutional protection that mandates equal taxation and allow for lawmakers to tax some taxpayers at higher rates. The study is the fi rst time in recent memory that Massachusetts data was collected and used to determine the economic result if this tax were to become law. This is especially relevant because of the recent effects of COVID-19 on the state economy. A copy of the study, including the executive summary, is at www.FiscalAllianceFoundation.org. According to the study, the “Millionaire’s Tax” will be harmful to the state’s economy and will result in lost jobs, investments and disposable income. With its high economic costs in place, the tax would also bring far less revenue than what proponents currently claim. Contrary to their messaging, BHI found that the middle class would also feel the impact of this tax. For example, in 2023, more than 4,000 families would leave Massachusetts, with employment dipping by nearly 9,000 jobs. To make matters worse, according to BHI, the tax will only bring in about half ($1.2 billion) of the amount politicians are claiming ($2 billion). The dramatic discrepancy in how much would be collected would most likely not result in a reduction in planned state spending, but rather, new taxes and fees falling on the middle class to make up for the low return from the tax. “This debate is being fueled by lawmakers acting on their worst urges and impulses to spend more money they don’t have. They wish to radically change the state constitution, by removing a cherished and longstanding safeguard that protects taxpayers,” said Massachusetts Fiscal Alliance Spokesperson/Board Member Paul Craney. “If successful, lawmakers would have the ability to tax some taxpayers more than others. The state constitution would not be able to protect taxpayers from the stigma of Taxachusetts and greed of State House politicians,” said Craney. The graduated income tax has been before the voters six times, and each time it failed to pass. More recently, the state’s highest court struck down an attempt in 2018 as it was considered “unconstitutional.” What makes this latest attempt diff erent is that the eff ort is authored by lawmakers and not citizens. It’s politicians who want to change the constitution to remove safeguards intended to protect the taxpayers. “Today’s study shows how the tax would not bring in nearly as much as the proponents first claimed. With its very high economic costs to the state’s most productive earners, the tax will be felt not just by wealthy individuals, but also by small businesses and the middle class. Trained canvassers worked with local businesses as well as traveled doorto-door to answer questions and hand out information for residents to get vaccinated. These eff orts are part of DPH's larger Vaccine Equity Initiative, which works with populations and communities that are disproportionately aff ected by COVID-19 to reduce barriers to vaccination, increase awareness of vaccine safety and effi cacy and ultimately increase vaccinations. Prioritizing vaccine outreach to these communities is key to ending the pandemic. The DPH’s trained canvassers continued fi eld operations on the ground. The team, comprised of Revere residents, traveled door-to-door to hand out fl yers, hang doorknob knockers, and answered questions such as “When can I get the COVID-19 vaccine?” “How will I know it’s my turn to get vaccinated?” and “Is vaccination safe?” This focused grassroots outreach strategy is the product of a collaboration between the DPH and Archipelago Strategies Group and Health Care for All and is just one component of the DPH's larger Vaccine Equity Initiative. The initiative prioritizes 20 cities across the state that were identifi ed as having been disproportionately impacted by COVID-19. These priority populations were determined using case data and the COVID-19 Community Impact Survey, which DPH conducted in the fall of 2020. The bill invests in solutions to learning loss and addresses students’ social, emotional, mental, and behavioral needs that were exacerbated by this unprecedented crisis. Researchers have estimated that school closures in the spring resulted in several months of lost instruction in math and reading, and one study estimated that between 10 and 25 percent of highrisk students, including homeless students and students with disabilities, have been completely disconnected from school since the pandemic began. The traumatic effects of the pandemic on students’ mental health are not yet well understood, but are expected to have longterm consequences for social and emotional well-being. Data show that more school funding significantly improves student achievement. THE REVERE ADVOCATE – FRIDAY, JUNE 11, 2021 Page 9 Water and sewer rate increases on tap for coming year By Adam Swift R esidents could see an increase of just under four percent in their water and sewer bills for fi scal year 2022. As part of the budget process for FY22, city Finance Director Richard Viscay told the City Council last Monday night, a rate increase of 3.9 percent is needed to cover increased charges from the Massachusetts Water Resources Authority (MWRA) as well as increased debt service for infrastructure projects. To keep the proposed increases to a minimum, Viscay said, the City of Revere is also proposing that it use $2 million from the Water and Sewer Stabilization Fund to off set some of those costs. “This rate increase, along with the proposed $2 million stabilization fund transfer, will ensure that the revenues that come into the city for water and sewer will cover both direct and indirect costs of the operation of that department,” said Viscay. “We did realize eight new bond orders that [will] come on the books in ’22. The debt service has increased by $1 million, and the fi xed costs of debt services, along with the water and sewer assessments from the MWRA, are the driving force that forced us to increase our rate.” The water and sewer rate increases by one percent for every $300,000 jump in the budget, said Viscay. Without the accompanying transfer from the Water and Sewer Stabilization Fund, which currently totals about $7.5 million, Viscay said, water and sewer users could have been facing a double-digit increase in rates. “We didn’t think it would be a great time for double-digit water and sewer increases,” said Viscay. “We’ve been very diligent in funding our water and sewer stabilization account for extraordinary and unforeseen events, and the mayor, along with the administration, thinks it’s prudent to stabilize the rates by using some of the $7.5 million we have tucked away over the years into the water and sewer stabilization account.” Councillor-at-Large George Rotondo asked if there is any way the city could use some of the approximately $30 million in American Recovery Act funds the city is slated to receive to help off set the proposed rate increase. Viscay said it is still unclear how those funds can be used, but he added that it is likely that in future years the city could be able to use some of those federal funds for water and sewer infrastructure costs. In addition, Viscay said the city is planning on working with a consultant for a longer range rate analysis and multiyear rate proposal in fi scal year 2023 and beyond. The water and sewer budget will be among the department budgets the City Council will take up in the coming weeks in its Ways and Means Subcommittee as part of the larger FY22 municipal budget process. The program created a memorable cultural experience for all. Many events were planned for the students, some of which included a tour of the city by Revere’s Historian Len Piazza, a Duck Boat tour, and a trip to Fenway Park for a Red Sox game. The program was funded by the generosity of the community. In the summer of 2011, 10 Revere students traveled to Japan to complete the exchange. Baker-Polito Admin. awards $3.2M for COVID-19 vaccine equity efforts O n June 8, the Department of Public Health (DPH) posted that the Baker-Polito Administration announced $3.2 million in grants and contracts to community-based organizations as part of the Massachusetts Vaccine Equity Initiative to increase awareness and access to the COVID-19 vaccine in the 20 cities and towns hardest hit by the pandemic. The awards are part of the Administration’s investment of $27.4 million in federal funds announced in March. The funds, which will be distributed to select community- and faithbased organizations statewide, aim to reduce barriers to vaccination for communities and populations most disproportionately impacted by COVID-19. Seven new communitybased organizations, community health centers, and behavioral health centers have been awarded $2.2 million to support vaccine navigation services and customized vaccine administration, building on $6.8 million previously awarded to 25 other organizations. The award recipients are as follows: • SSTAR Family Healthcare Center • North Shore Community Health Center • Boston Health Care for the Homeless • Latino Health Insurance Program • Caring Community Health Center • Community Health Connections • Holyoke Health Center These organizations will receive funding to link individuals to vaccination services in the community, and to directly administer vaccination to groups that are not reached by other outreach efforts. These include populations who might benefi t from oneon-one vaccination support, such as substance use disorder treatment facilities, places of worship, homeless encampments, food pantries/ congregate meal locations, LGBTQ+ community programs, shelters and day programs and immigrant assistance centers. “As we work to build trust in the vaccine across the Commonwealth, we also put our full trust in community-based organizations to know what their communities need, and how to best serve them,” said Public Health Commissioner Dr. Monica Bharel. “Our goal has always been to work toward equity by fi nding solutions that are right for each community.” An additional $1 million in funding is being administered by Health Resources in Action in partnership with DPH, building on $2.8 million in previously awarded funds. These funds are being awarded to 23 organizations (resulting in 61 total organizations through this funding) to support their eff orts to expand vaccine education and awareness that address the specifi c needs of Black, Indigenous, Latinx, Asian and other communities of color within the 20 prioritized communities. State environmental agencies launch campaign to promote pollinator habitat T he Department of Conservation & Recreation (DCR), in partnership with the Massachusetts Department of Agricultural Resources (MDAR), launched the Growing Wild Massachusetts campaign with a kickoff event at Weston Nursery in Hopkinton. Overall, about 10,000 residential units are proposed for the entire Suff olk Downs development, with 7,500 in Boston and 2,500 in Revere, O’Brien said. The 500,000-square-foot, half-billion-dollar life sciences building will have space for labs, offi ces and high-end manufacturing, O’Brien said. “We are very confi dent that the impact on the life sciences industry will make Suffolk Downs a place where companies will want to locate,” said O’Brien. “Mr. O’Brien, I want to thank you for bringing life sciences to Revere,” said Councillor-atLarge George Rotondo. “It is exactly what the city needs and it will bring new life to the community.” While the construction of the life sciences building isn’t likely to begin before 2023, O’Brien said, there will be buildings going up on the Beachmont Plaopment. “Time and time again, I’ve called the redevelopment of this site transformational,” said Mayor Brian Arrigo. “We’ve always talked about the fact that this is about jobs, and this is about economic growth for our residents, and we’ve talked about the improvements we would see in traffi c.” The redevelopment will lead to increased tax revenue to improve city services for residents, and it would help increase public and open space in that part of the city, the mayor said. “Revere is now on the map for life sciences – for offi ce and lab space – and we’re proud to say that the fi rst phase of this project in Revere will include lab and offi ce life science space. Nearly 450 graduating seniors from Revere High School and SeaCoast High School crossed the stage at Harry Della Russo Stadium to receive their diplomas. Principal Dr. John Perella praised the city and school administration, the teachers, parents and caregivers, and most of all, the students, for making the most of the bad hand they have been dealt during the Covid-19 pandemic. “I want to thank the students of the Class of 2021,” said Perella. “You have taught us so many lessons this year. I want to thank you for modelling adaptability, patience and grace. Without a doubt, you have always been the very best part of the school year. For the rest of your days, academics, poets, musicians and writers will all try to capture what you lived through.” Through all the challenges, Perella praised the graduates for facing them together. “This experience will forever bond us to each other, and when it is all said and done, that might be the most important thing we take away from it,” said Perella. “The Class of 2021, there has never been a class like yours, and I hope you live deeply and stay young at heart. You have my respect, appreciation and love.” The most emotional speech of the evening was also one of the shortest. Avalee Jemery was the first SeaCoast High School graduate to speak during a Revere High ceremony, and she fought back tears several times as she talked about the challenges she has faced over the past four years. “I have been a SeaCoast student for the last two and a half years of my life,” said Jemery. “Transferring to SeaCoast honestly changed me and my perspective. I managed to get my grades up and I even enrolled into North Shore Community College’s dual enrollment program. I’m now getting my associate’s degree for nursing. The point I’m trying to make is, whether or not you go to a traditional high school or an alternative high school, nothing is beyond your reach.” Salutatorian Viktoriya Kalinina, who will attend Brandeis in the fall, talked about the importance of looking beyond grades and making a diff erence with what the graduates are passionate about. “We all have our individual talents, experiences and learning styles that set us apart and allow us to each add color to our sometimes bland world,” Kalinina said. “It’s not about who’s fi rst or who’s last: It’s about sharing the skills that you can fi nd within yourself.” Valedictorian Sydney Ciano, who will be attending UMass Amherst in the fall, chose not to speak during the ceremony, but her friend and fellow graduate Nina Cassinello read Ciano’s poem “Creation.” The poem focused on fi nding yourself within your soul. “Find the rhythm at which your heart beats / Find the rhythm your body loves to dance to,” Cassinello recited from Ciano’s poem. Patriots score comeback win over Bulldogs By Greg Phipps L ast Friday’s home game against the Lynn English Bulldogs may go down as a turning point contest for the Revere High School baseball team. Trailing by three runs in the later stages of the game, the Patriots pulled off a memorable comeback. The Bulldogs owned a 6-3 lead entering the fi fth inning. That’s when Revere turned the tide with a five-run explosion in its half of the frame. The rally held up as the Patriots came away with an 8-6 triumph. The big blow of the fi fth-inning surge was a grand slam by Mike Popp that helped catapult the Patriots into the lead. On the day, Popp fi nished with two hits to go along with four RBI via his bases-loaded dinger. Other players to contribute with the bat were Casey Cummings and Calvin Boudreau, who combined for three hits and each drove in a run. Cummings was also the winning pitcher. He left the contest with two outs in the top of the sixth and ended up with nine strikeouts. He allowed fi ve hits. Brother Kyle Cummings earned the save. Revere tied the game 2-2 in the bottom of the fi rst inning when Casey Cummings singled home the fi rst Patriot run and EJ Leone brought in the second tally on a groundout. Revere scored its third run in the fourth on Boudreau’s sacrifi ce fl y. After a victory over Chelsea on Wednesday, the Patriots stood at 4-2 overall and 3-2 in Greater Boston League play. They host Malden on Friday and travel to take on Mystic Valley Regional on Tuesday. Softball improves to 7-1 The Revere High School softball team defeated Chelsea at home on Wednesday in its Senior Night game to up its season record to 7-1. The Patriots squeaked out a 9-8 victory over Medford last Saturday after pounding Lynn English by a 20-2 count the day before. Backup pitcher Erica Anderson was the victor in the Lynn English contest. It was her fi rst-ever varsity start. She allowed seven hits and fanned six batters. Surfi ng Susan Dear Susan, There are actually two new resources available today that can help you save money on your home internet services, but what’s available to you will depend on your income level and where you live. Here’s where to begin. Internet Discounts Depending on your fi nancial situation, a good fi rst step to reducing your home internet costs is through the new Emergency Broadband Benefi t (EBB) program. This is a temporary federal benefi t that provides a discount of up to $50 per month towards broadband service for eligible households and up to $75 per month for households on tribal lands. Eligible households can also receive a one-time discount of up to $100 to purchase a laptop, desktop computer, or tablet from participating providers if they contribute $10 to $50 toward the purchase price. To qualify, you’ll need to show that your annual household income is at or below 135 percent of the federal poverty guidelines, which is $17,388 for one person or $23,517 for two. Or, if you’re receiving certain types of government benefits such as Medicaid, food stamps (SNAP), SSI, public housing assistance, veterans’ pension or survivors pension benefi t, or live on federally recognized tribal lands. Households that experienced a substantial loss of income since February 29, 2020 due to job loss or furlough can also qualify for the EBB program, as long as their household income for 2020 was at or below $99,000 for single fi lers and $198,000 for joint fi lers. If you’re already receiving assistance through the federal Lifeline benefit (see LifelineSupport.org), which is a $9.25 monthly subsidy for phone or internet costs, you automatically qualify for the EBB program, and you can receive both benefi ts at the same time. You can apply your EBB and your Lifeline benefit to the same or separate services. Or, if your broadband provider already has its own low-income or COVID-19 relief program, you may be able to qualify through this program as well. Low-Cost Internet If you’re not eligible for the EBB program, another resource for locating cheaper high-speed internet is Aging Connected, which has a higher income qualifi cation. Created by Older Adults Technology Services from AARP (OATS) and the Humana Foundation, Aging Connected is a nationwide campaign created to help lower-income seniors fi nd low-cost, in-home broadband options in their area. Partnering with telecommunications companies, nonprofi ts and public entities, Aging Connected will help you search for services in your area that provide high-speed internet at a very low cost. Most participating companies charge around $10 to $15 per month, with no contract and no equipment fee. Aging Connected also provides referrals to aff ordable desktop and laptop computers for under $160. To qualify, you’ll need to show that your annual household income is at or below 185 percent of the federal poverty guidelines, which is $23,800 for one person or $32,200 for two. Ryan Fattman (R-Sutton) who sponsored the amendment. “In small towns found in central and western Massachusetts, like some of the ones I represent, police are often the fi rst to respond to a 911 call, even in a medical emergency. Many municipalities do not have the resources to equip those vehicles with AEDs, which in turn allows precious moments to slip by for someone in a cardiac event. This bill establishes funding for municipalities to purchase AEDs through an AED trust fund for all safety vehicles, particularly in these smaller towns, so that this type of tragic scenario can be avoided.” (A “Yes” vote is for the amendment). It’s critically important that your corporate business functions and manufacturing/production operations are separated and that you carefully fi lter and limit internet access to operational networks, identify links between these networks and develop workarounds or manPROTECTION PERSONAL IDENTIFICATION NUMBER T he IRS has been issuing Identity Protection Personal Identifi cation Numbers (IPPIN’s) since 2011 in order to assist in identifying taxpayers and to accept a tax return for filing. In January of this past year, the IRS opened up this program to all taxpayers if they choose to opt into the program. Prior to January of this year, the IRS would assign an IPPIN to a taxpayer whose identity was stolen. So too often tax preparers would go to e-fi le a tax return only to fi nd out that someone had already fi led a tax return under that taxpayer’s social. Therefore, the electronic fi ling would be rejected. A taxpayer would then have to call the IRS fraud department and the IRS would then issue a IPPIN to the taxpayer to be attached to the paper return that would then need to be fi led. In New Release IR-20219, the IRS announced the program is now available to all taxpayers who can verify their identity by specifi ed procedures. The IRS will mail a CP01A Notice to taxpayers that opt in which contains their 6-digit IPPIN. A Taxpayer can also obtain a IPPIN by using the IRS online tool Get an IPPIN. Each year, taxpayers will receive a CP01A Notice containing a new IPPIN. Taxpayers may opt in by either faxing or mailing Form 15227, Application for an Identity Protection Personal Identification Number, or by using the Get an IPPIN online tool. In order to fi le Form 15227, taxpayers will need: 1. A valid social security number or individual taxpayer identifi cation number (ITIN) 2. Adjusted gross income of $72,000 or less 3. Access to a telephone The IRS will process the form and then call the taxpayer to validate his or her identity. Upon successful validation, the taxpayer will then receive a CP01A Notice with an assigned IPPIN for the next fi ling season. To online method of obtaining a IPPIN is available at www.irs.gov/getanippin. Once you opt in to the IPPIN system, as of right now, you cannot opt out. The IRS expects that taxpayers will be able to opt out beginning in 2022. Data breaches of personal information are still on the rise. Obtaining an IPPIN may provide some taxpayers comfort particularly if their personal information may have been compromised. Think about how many people this past year received notices from Mass Unemployment stating that they applied for unemployment benefits when in fact someone else did using their name and social security number. That was the beginning of his love of music and his moniker that he carried for life, “DJ Dante”. He was an altar server at Holy Rosary. When a parishioner lost his son to a heart attack, in an attempt to make the dad feel better, young Dante presented him with a little piece of paper that said, “I’m sorry about your son… I will be your son.” Dante loved spending time with his dogs Dexter and Mr. Todo and his cat Lucia all of whom he chose to join his family. He had a fondness for fast cars. Dante was an alumni of the Early Education Center (EEC) in East Boston where he was known as the Mayor. He was a student at the Manville School in Boston and continued his education at Seaport Academy in Chelsea. He stood out at his school as kind and caring to other students and became the school’s musical go to guy. He was a fighter who battled many challenges; his biggest being most recently with the disease of addiction and, like so many before him, the disease won. While he was not here for long, for those of us who were blessed to have shared time with him, he captured our hearts for eternity. Be with Jesus my kind hearted young man. You have lots of work ahead of you as you help Him help other young kids, as you return to pure love and your struggles are no more. He worked for the U.S.Postal Service, Boston. Beloved husband of Roberta (Golfi eri) for 56 years. He leaves his daughter, Michelle (Mimi) Boyle and husband Matthew, and son, Jonathan Beatrice and wife MaryBeth. He was the proud grandfather of fi ve adoring grandchildren, Abigail, Thomas and Lauren Boyle; and Charles and Roxanne Beatrice; a sister, Marie Giacobbe and husband Nicholas of Revere, many loving nieces, nephews and cousins.
