THE REVERE ADVOCATE – FRIDAY, JUNE 11, 2021 Page 3 Administration presents FY22 budget proposal to City Council By Adam Swift T he City Council will begin working on the $224,978,231 fi scal year 2022 municipal budget – presented by Mayor Brian Arrigo – next week. The fi rst Ways and Means Subcommittee meeting to take up the budget is scheduled for Wednesday, June 16. The Ways and Means Subcommittee meetings will begin the substantive budget discussions between the City Council and the administration and city departments. The budget is close to the amount of the fi nal adopted fi scal year 2021 budget of $223.3 million. Those totals include the general municipal operating budget as well as the school budget and the city enterprise fund budgets. What should make the budget process a little diff erent from past years is the dispensation and use of the $30 million in funds the city is slated to receive as part of the American Recovery Plan Act. During last Monday night’s City Council meeting, city Finance Director Richard Viscay said information is still coming in about what are and are not acceptable uses for the federal funds. Viscay presented the budget binder to the council. He said there are still a few items that will be added to the binder in the coming days, including the fi ve-year fi nancial forecast and the capital improvement budget. “The numbers for all the departments are submitted in [the budget binder], as well as the revenue forecast, the debt forecast, and all other documents required as part of the GFOA [Government Finance Offi cers Association] budget,” said Viscay. Viscay noted that Revere has received the distinguished budget award from the GFOA for the past eight straight years. Additionally, Viscay said the council Doggie daycares violating dog park rules By Adam Swift T here may be too many dogs at the West Revere Dog Park, or at least too many dogs and not enough owners. is a limit of two dogs per handler, which is reportedly being regularly ignored. “Doggie daycare and pet sitting services are bringing their dogs to the dog park, and residents of Ward 6 are coming to me and saying, gee, I would like to take my dog to the dog park before work, but these doggie daycares are bringing these dogs to exercise in the park,” said Serino. “So I thought it would be as simple as calling the animal control offi - cer and asking him to just simply enforce the signage. What I did not realize is that the signage does not equal law in the city.” In order for the animal conRICHARD SERINO Ward 6 Councillor Last Monday night, Ward 6 Councillor Richard Serino proposed a motion to formally establish an ordinance setting up rules at the dog park. “I realize that on a night where we are talking about water and sewer rates and the budget, this may seem like a trivial subject, the West Revere Dog Park,” said Serino. “But an issue has arisen whereby people are breaking the rules of the dog park. So at the dog park, there is signage with clear rules and regulations about what you can and cannot do in the dog park.” The biggest issue recently has been the rule stating that there trol offi cer to enforce the rules, the City Council needs to create an ordinance to put some teeth, so to speak, into enforcing the rules. “All the ordinance is [is] basically everything that is on the signs and the rules of the park,” said Serino. “I would like to expedite this through the Legislative Aff airs Subcommittee because it is an issue that is persisting, and residents have been asking about it.” City Council President Anthony Zambuto praised the motion. “I think that it is unfortunate that we have to make a law, but the one thing that we can do if these dogs are not licensed and registered – they can be fi ned right now before this goes in place,” said Zambuto, who ordered the proposed ordinance to a public hearing. and the public will have greater online, in-depth access to the budget this year thanks to a new interactive budget process from ClearGov, a Maynard-based software company. “We are not prepared to turn it face forward at this particular point, but we hope that by the time all the documents are in we can turn in front facing for the council and residents to have a more active approach to look at the budget,” said Viscay. Mayor Brian Arrigo said he looks forward to having additional conversations about the budget with the council in the coming weeks. “I want to thank [Viscay] and his team for working throughout the budget, and our entire leadership team, department heads and all staff who are making sure we have an award-winning budget,” said Arrigo.
