Focusing on providing relief to residents across Massachusetts while upholding fi scal responsibility, the Senate’s tax relief package will provide relief to renters, seniors and parents struggling with high early education costs – while also increasing much-needed housing production. With the recent passage of the FY24 budget last month, the Commonwealth is now poised to secure and strengthen its economic foundation to weather future uncertainty. This bill also includes language that DiDomenico has fi led and pushed for in the areas of the Earned Income Tax Credit and the Child Advocate Online: www.advocatenews.net Tax Credit. “Our state is losing its competitive edge because many working families, older residents, and young people can’t aff ord to live here anymore and this tax relief package refl ects our focus on fi xing that,” said Senator DiDomenico, who is Assistant Majority Leader of the Massachusetts Senate. “I am pleased to share that some of my biggest priorities were included, from increasing tax credits for working families to reforming some of our cumbersome public benefi t programs which will ensure people can easily access all the fi nancial support they deserve. The bill mandates the following: • Increases the Earned Income Tax Credit (EITC), which provides critical support to working families, from 30% to 40% of the federal credit • Merges existing credits into a new and enhanced Child and Dependent Tax Credit (CDTC), increases the amount of the credit from $180 to $310 per child/dependent and eliminates the current cap of two children/dependents • Increases statewide cap for the Housing Development Incentive Program (HDIP) from $10 million to $57 million on a one-time basis and then to $30 million annually • Increases the cap on the rental deduction from $3,000 to $4,000 • Raises annual authorization of the Low-Income Housing Tax Credit, which directly supports the production of aff ordable housing units across the Commonwealth, from $40 million to $60 million • Doubles the maximum senior circuit breaker credit, which supports elderly residents who struggle with high housing costs, from $1,200 to $2,400 • Excludes homes valued at under $2 million from the Estate Tax and eliminates the “cliff eff ect” by allowing a uniform credit of $99,600 for all estates • Triples the maximum credit under the Title V Tax Credit, which supports families who must replace failed septic sysDIDOMENICO | SEE PAGE 17 Local resident named to William & Mary Dean’s List K iara Cruz, of Everett, Mass., was recently named to the Dean’s List at the College of William & Mary for the spring 2023 semester. Ward 4 School Committee Chairman Michael Mangan said he thought that Paula Sterite is a person who cares about students’ well-being until he received an email from her the following day after the committee took the vote two weeks ago. Sterite said she found that derogatory. School Committee member AtLarge Samantha Lambert asked if it was sent to his public or private email. It was sent to his city email, stated Mangan. He didn’t have any problem with Sterite reaching out and voicing her opinion. However, the part of the email that Mangan has issue with is: “I know you have relatives using Pope John — don’t worry that will not go unnoticed — nor will any grants given out!,” Sterite wrote to Mangan. Mangan’s daughter, Kay, who identifies as queer, opened up Everett LGBTQ+ Youth Space and Resource Center (ELYSARC) approximately three years ago, inside the former Pope John High School building. “Because I voted a certain way, she can take issue with me, but to threaten my children is unacceptable,” Mangan said. “It’s a travesty to go after someone’s family member.” Sterite said in a separate interview that she never mentioned his daughter in the email, so she asked why he is bringing it up now. “At this point, even your vote for [Superintendent] Priya is questionable to me and others as a safe vote - knowing it would fail,” Sterite wrote to Mangan. Sterite doesn’t think any city worker should hold elected positions since she believes it’s a conflict of interest. Mangan serves as the legislative aide to the city council. She also asked why Pope John is being used by everyone but by the School Department. Mangan said that Kay felt that LGBTQ+ rights and protections weren’t on the city’s radar. Sterite asked to clarify what she said in the email, but Mangan directed that part to public comment. “This is a safe space, where LGBTQ+ people can go daily,” Mangan said in a separate interview. “They started yelling and getting out of order — I wasn’t backing down.” He asked to refer this to the mayor, governor, School Committee, superintendent and state delegation to ensure that no ELYSARC funding was cut. School Committee At Large member Cynthia Sarnie made a motion, seconded by Ward 1 School Committee member Millie Cardello. Lambert abstained from the vote since she didn’t have a resolution in front of her. She was quick to note she supports the LGBTQ+ community, but she doesn’t feel comfortable taking a vote without the wording in front of her. The motion failed, since they didn’t have a quorum. Cardello made a motion to put the resolution on the table for the next meeting. Sarnie seconded her motion.

Page 10 THE EVERETT ADVOCATE – FRiDAy, JunE 23, 2023 Middlesex Sheriff’s Offi ce celebrates the graduation of 22 new correction offi cers B EDFORD, Mass. – The Middlesex Sheriff ’s Offi ce celebrated the graduation of 22 new correction officers in a ceremony held Tuesday, June 20, 2023 at Middlesex Community College. Tuesday’s ceremony featured a keynote address by Massachusetts Supreme Judicial Court Associate Justice Frank M. Gaziano and remarks by Middlesex Sheriff Peter J. Koutoujian. Class President Bradford Charlesworth, Middlesex Community College Vice President Patrick Cook and Bedford Police Chief John Fisher also addressed the new offi cers and their loved ones. For the new offi cers, graduation marked the culmination of 12 weeks of classroom and practical training that focused on a wide array of policies, procedures and skills. Included in the training were focuses on implicit bias, de-escalation, Cognitive Behavioral Theory, Mental Health First Aid and defensive tactics. In addition, all 22 recruits worked alongside veteran members of the staff in on-the-job training at the Middlesex Jail & House of Correction. “These offi cers join the Middlesex Sheriff’s Office having completed some of the most comprehensive corrections training in the Commonwealth,” said Sheriff Koutoujian. “I have no doubt this new crop of officers will help us ~ Everett Public Libraries reach new heights as we continue to reimagine modern corrections and strive to improve outcomes for those in our custody, their families and our communities.” This week’s graduation marked the second this calendar year for the Middlesex Sheriff ’s Offi ce, with 21 recruits having graduated at the end of February. The Middlesex Sheriff ’s Offi ce is currently off ering rolling written exams for individuals interested in beginning a career as a correction offi cer. The City Committee extends its gratitude to Senator DiDomenico for helping defray the costs of the event location and for providing a delicious spread of breakfast items and coff ee. Juneteenth, which is a nationally recognized holiday on June 19 in the United States, celebrates when in 1865 Union General Gordon Granger arrived in Galveston, Texas, and issued an order declaring that “all slaves are free.” This was one of the last places in the United States where slaves were formally freed after the Emancipation Proclamation was issued by President Abraham Lincoln on January 1, 1863. Members of the National Organization of Black Law Enforcement Executives helped cook food for attendees. Page 20 THE EVERETT ADVOCATE – FRiDAy, JunE 23, 2023 Tax Benefits of Irrevocable Trusts f you place your principal residence into an irrevocable trust to protect the equity for your children, you can sell your home and still take advantage of the $250,000 capital gains tax exclusion ($500,000 for a married couple) upon sale. For example, if you are single and you lived in your home for at least two of the five years prior to the date of sale of your home, and you sold your home for $750,000, with a purchase price of $500,000, the $250,000 capital gain would not be taxable. In order to determine your actual cost basis, you would be adding to the purchase price all capital improvements since acquisition such as a new roof, new windows, new heating system, kitchen renovation, bathroom renovation, asphalt driveway, etc., plus any and all closing costs on the sale of the house such as broker’s commission, tax stamps, legal fees and recording fees. Upon your death, the fair I market value of the home would become the new cost basis in the hands of the beneficiaries of the Trust, such as your children. If they were to sell the home shortly after your death, in all probability, Trust. This would be the case if you decided to rent and not purchase a replacement property. The sale of the home and the purchase of a replacement home does not restart the fiveyear look-back period. Since the irrevocable Trust is there would then be no capital gains tax to pay. Only if the property appreciated significantly since the date of your death would there then be a capital gain to pay taxes on. Keep in mind that once the five-year look-back period has passed, the house would not be a countable asset for MassHealth purposes and being held in the irrevocable Trust would avoid probate as well as estate recovery for MassHealth benefits paid. Compared to May 2022, the rates were down in 24 labor market areas. Of the 15 areas for which employment estimates are published, 14 New England City and Town Areas (NECTA) gained jobs compared to in the previous month. Roseann was born in Malden on June 30, 1954. She was the youngest of three children, raised & educated in Everett and graduated from Everett High School, class of 1972. Roseann worked primarily in the insurance industry where she was the receptionist for Coverys (ProMutual) in Boston for over 25 years before retiring. She was a longtime resident of Everett and moved to her home Revere in her later years. Roseann was a kind and generous soul and dotthe month of May 2023 was 2.8%, down 0.3 percentage points from the revised April 2023 estimate of 3.1%. The Bureau of Labor Statistics reported that the nation’s seasonally adjusted unemployment rate for May 2023 was 3.7%. Family was most important to her, especially caring for her mother Agnes who lived to be 101 years old. Her family and friends will miss her dearly and cherish their many fond memories of her.
