We realize here that an altar [singular] was defined and erected to handle multitudes [plural]; meaning that peoples relationship with God were to depend on single individuals [the priests who had access to the so called temple with the Holy of Holies]; this I believe is why these men could restrict the relationship of God with His people to sin and yet twice in scripture we are revealed to that God wanted to deal with His people beyond sin, as Isaiah 1:18 says, “Come now, and let us reason together, says the Lord.
