The company specializes in civil engineering and software development; airport and highway design and analysis; forensic evaluation and structural health monitoring. Carol Waties, regional director of NJSBDC at Stockton, assisted the client with the preparation of its business plan. Then, the Stockton SBDC Director referred the client to NJSBDCs Procurement Specialty Program Consultant Andy Bennett for assistance with procurement contract opportunities and certifications. The business owner received guidance, and advice concerning available certifications, the procurement bidding and application process, and information relating to the benefits of obtaining certifications. The procurement advisor advised the business client to register with many governmental agencies (federal and state) as well as private, commercial entities and helped the company to achieve this objective. Regional Director Carol Waties of NJSBDC at Stockton along with Procurement Specialist Andy Bennett provided excellent guidance and assistance with the firms establishment in 2020 said Hao Yin, president and chief executive officer of the company. Their efforts in 2020 on HECs behalf have been invaluable and greatly appreciated. The firm projects $1 million in total revenues by the end of 2020 and forecasts the doubling of sales in 2021. NJSBDC has been a huge help to us, guiding us through the steps to become certified as an NJ SBE and MBE states Sherrill Keith, chief financial officer of Horizon Engineering Consulting, LLC. Our company recently received our DBE certification from the Port Authority. This business client received a commercial bank loan and additional Paycheck Protection Program (PPP) funds as well as procurement contracts exceeding $1.2 million. These positive outcomes resulted in the hiring of one full-time and one part-time employee and an additional six full-time employees. By December 2020, the company expects to have a total of 15 employees with revenues doubling.
