Membership Information Purpose of the Cross Connection Board is to assist the Plumbing Official, the Water Purveyor and the Health Officer in the enforcement of the Plumbing Code. The Board shall serve as an appeals Board. (4) members appointed by the City Mayor and confirmed by the City Council, with one designate as Chairman. (4) members appointed by the County Mayor and confirmed by the County Commission. Members of the Shelby County Emergency Communications District (9-1-1 Board) are appointed by the County Mayor and approved by the Shelby County Commission. In all, the board consists of nine members who serve four-year terms. A majority of the board members are required to be residents of the City of Memphis.
