In successive votes, the members unanimously voted to adopt and ultimately ordain a zoning amendment establishing a oneyear moratorium on siting data centers in Malden, effective June 16, 2026, through June 16, 2027. Voting in favor of the new zoning amendment and ordinance were Councillors Peg Crowe (Ward 1), Paul Condon (Ward 2), Ryan O’Malley (Ward 4), Ari Taylor (Ward 5), Stephen Winslow (Ward 6), Chris Simonelli (Ward 7), Jadeane Sica (Ward 8), Karen Colón Hayes (At-Large), Carey McDonald (At-Large), Michelle Luong (At-Large) and Council President Amanda Linehan (Ward 3). The murals are funded through state and nonprofit grants and by local business Boda Borg. The pieces will be installed throughout the summer and into the fall. Events to celebrate the new art The Malden Recreation Dept. teamed up with the Malden High School Baseball Team and Malden Public Schools Athletics to host a well-attended Instructional Baseball Camp for Malden youngsters in grades 3-8. The camp was held at Richard C. A graduate of Clean Water Action & Clean Water Fund’s Youth Action Collaborative, Kidus has spent the past year expanding youth coalitions, rallying young leaders and lobbying legislators for climate action. On June 11, his activism was honored during Clean Water Action & Clean Water Fund’s annual event, Build the Future, at the Multicultural Arts Center in Cambridge. “Kidus exemplifies the values of the Youth Action Collaborative. He is applying the organizing skills he learned at YAC and proudly representing his hometown while advocating for climate and environmental justice from his town hall to the State House,” said Clean Water Action & Clean Water Fund’s Youth Engagement Program Manager, Omesa Mokaya. Peter Thacher: the “Silver Voice” of the American Revolution and Author of the ‘Malden Instructions’ By Inna Babitskaya A mong the ministers, lawyers, merchants and patriots who shaped the American Revolution, few figures have been as historically overlooked as Rev. Peter Thacher of Malden. Though less famous than Thomas Jefferson, John Adams or Samuel Adams, Thacher played a remarkable intellectual and moral role during the struggle for American independence. As the principal author of the famous “Malden Instructions” of May 27, 1776, he helped produce one of the earliest and most compelling declarations of independence in colonial America. Born in 1752 into a distinguished New England family, Thacher entered public life during an era when ministers were not only religious leaders but also educators, political thinkers and influential voices in civic affairs. At only 18 years of age, shortly after graduating from Harvard, he became pastor of Malden, a community deeply involved in Revolutionary politics. Thacher quickly gained recognition as a gifted speaker whose eloquence earned him the reputation of a “silver voice” of the Revolution. Following the Battles of Lexington and Concord, he delivered one of Massachusetts’ most celebrated commemorative sermons on the Boston Massacre in March 1775. At a moment when tensions between Britain and the colonies were reaching a breaking point, Thacher’s powerful words helped strengthen patriotic sentiment and framed the struggle against British authority as both a political and moral cause. As the revolutionary crisis deepened, Thacher became one of the earliest advocates of Rev. Peter Thacher “Instructions of the Inhabitants of Malden, Massachusetts to their Representatives in Congress” complete independence. In early 1776, many Americans still hoped for reconciliation with Britain. Publicly supporting independence remained controversial and politically risky. It was in this atmosphere that Thacher helped shape one of the clearest statements of American nationhood yet written. On May 27, 1776, the town meeting of Malden adopted the famous Malden Instructions, directing its representatives to support independence from Great Britain. The document was approved more than a month before the Continental Congress adopted the Declaration of Independence on July 4. Although formally issued by the town, historians have long recognized Peter Thacher as the principal author and intellectual force behind the text. The project is funded by MyRWA, which selected the artist and worked with the Mayor’s Office, the Office of Strategic Planning and Community Development (OSPCD), the Senior Center and the Teen Center on this project. • The mural “The Next Adventure,” which was created for Boda Borg by Street Theory Collective Artist in Residence Michael Talbot. Inspired by curiosity, exploration and the spirit of discovery, the artwork invites visitors to embrace new challenges and experiences while reflecting the immersive energy that defines Boda Borg. The project is part of Street Theory Collective’s ongoing commitment to supporting artists through meaningful public art opportunities, led by Rob “Problak” Gibbs, Director of Artist Development and Residencies. The projects continue efforts led by the Mayor and OSPCD to strengthen community bonds and support local businesses through creative investment. This year the Mayor and OSPCD have proposed a series of economic development policy changes, including changes that make it easier to start a business in Malden. In addition, MassDevelopment recently selected Malden for a competitive economic development program that kicks off next month. At the same time, the City of Malden has prioritized bridging divides and strengthening community ties through its Community Connections program, which has funded events: the Malden Farmers Market, cultural festivals and other celebrations, activities and upgrades. The second year of this program begins in July. “We can make our community vibrant, beautiful, and representative of the power of the Malden community,” said OSPCD Director Alex Pratt. “The result will bring Malden residents and visitors alike to an exciting and welcoming downtown and strengthen the character that makes Malden stand out.” Funding: The two murals at the MBTA station and the mobile light installation were funded through a state earmark secured by State Representative Steve Ultrino and made possible through the partnership of the MBTA and J Malden Center; the Exchange Street mural was funded by the New England Foundation for the Arts and made possible with support from Boda Borg. The greatness of the Malden Instructions lies not only in their timing but also in their intellectual quality. The document combines constitutional reasoning, legal argument, moral conviction and emotional appeal in a remarkably sophisticated manner. Unlike many local resolutions of the period, it presents a carefully structured case explaining why separation from Britain had become both necessary and justified. The Instructions begin by affirming the colonists’ former loyalty to Britain. They then describe British violations of colonial rights and liberties, explaining how tyranny had destroyed the constitutional relationship between ruler and subject. Finally, they conclude that independence had become the only honorable and practical solution. This progression closely resembles the structure later employed in Jefferson’s Declaration of Independence: prior loyalty, grievances, moral justification and declaration of separation. For this reason, the Malden Instructions are widely regarded as one of the clearest intellectual precursors to the national Declaration. Thacher’s achievement was particularly significant because he successfully combined sophisticated political philosophy with the voice of ordinary citizens. Unlike the Declaration of Independence, which emerged from a gathering of national leaders, the Malden Instructions arose from a democratic New England town meeting. His sermons and writings helped ordinary citizens understand independence not as reckless rebellion but as a righteous defense of lawful freedom. The patriot clergy played a crucial role in shaping public opinion throughout New England, and few ministers contributed more effectively than Peter Thacher. Through his preaching, public leadership and political writing, he helped transform dissatisfaction with British rule into support for American independence. Although the national Declaration of Independence remains the Revolution’s most famous political document, the Malden Instructions occupy a unique place in American history. They demonstrate that the movement for independence did not originate solely among famous political leaders in Philadelphia. It also emerged from local communities whose citizens debated liberty, government and national identity. Today, the Malden Instructions stand among the most important historical treasures of Malden and are one of the most significant municipal political documents produced during the Revolutionary era. They remind us that American independence was shaped not only by generals and presidents, but also by ministers, town meetings and ordinary citizens determined to defend their freedoms. At the center of this achievement stood Rev. Peter Thacher — minister, patriot, gifted orator and author of a document that articulated the American demand for independence before independence officially existed. His contributions deserve recognition alongside those of the better-known architects of the Revolution, for he helped create the intellectual and moral foundations upon which the United States was built. At that meeting, Councillor Taylor first proposed a moratorium on building or creating data centers here while the city “studies environmental and infrastructural impacts.” Councillor Taylor also sought to have the Malden City Council and Planning Board collaborate on defining a “data center” for the city of Malden, as well as exploring a zoning amendment to restrict establishment of the same. At present, data centers are most often associated with the growing impact of the artificial intelligence (AI) industry. According to online reports, “data centers are the physical infrastructure that makes AI possible. While traditional data centers (as well as ‘clouds’ host websites and store photos, AI data centers are specialized, high-performance facilities that process, train, and run the complex machine learning models driving today’s AI applications.” Potential deleterious side effects of data centers, particularly on densely populated communities in the greater Boston region like Malden, have led local municipal bodies to initiate responses, such as Councillor Taylor’s proactive push, ing the potential for data centers from a statewide perspective. Just last week, at a press conference on Thursday, Gov. SUMMARY of PROPOSED AMENDMENTS. 1. Use Category and Use Regulations (§12.12.030). The proposed amendments establish a new business use category, Data Centers, and prohibit this use in all zoning districts. By establishing a category for this use, the amendment will preclude classification of this use as retail services or another type/kind of use. The amendments establish a moratorium on permitting Data Centers. a) Duration of moratorium: May 22, 2026 – September 8, 2027 (estimate - depends on enactment date) (“commencing first date of publication of the public hearing [notice] for this ordinance amendment and ending one year from the date of final enactment of this amendment”) b) Purpose: “The foregoing moratorium is imposed to allow the City time to undertake studies and obtain resident input on the impacts that Data Centers may have on the infrastructure, environment, health, and economy of the City and community, and to consider amendments to the ordinance.” APPLICATION and EXEMPTIONS: The amendments will apply to new construction and new use/occupancy of existing buildings, unless exempt by City ordinance (§12.28.010); the express language of the amendment; state law (M.G.L. c. 40A, §6), which exempts the subject of a building permit or special permit issued before the first publication of notice of the public hearing (May 22, 2026); or the state Permit Extension Act (Section 280 of Chapter 238 of the Acts of 2024). I’m not very tech savvy and find it confusing. What should I know to protect myself? --Cautious Senior Dear Cautious, You’re not alone. Many older adults are asking the same question. Artificial intelligence, or AI, is becoming part of everyday life, from smartphones and internet searches to banking and customer service. It’s also making scams more convincing and harder to spot, which is why a basic understanding helps. The good news is you don’t need to be a tech expert to use AI safely and with confidence. Know the basics AI is technology that can create and analyze information in ways that seem human. It can write emails, answer questions, recommend products, generate images and even mimic voices. While this can be helpful, it also means things you see or hear online may not always be accurate. If something seems unusual or too good to be true, take a closer look. Use it wisely A good way to get comfortable with AI is to start small. Many smartphones include voice assistants like Siri or Google Assistant that can set reminders, check the weather or answer questions. You can also try tools like ChatGPT or Claude to explain a news story, suggest recipes or help draft a message. AI can also be useful for everyday tasks like comparing products, planning trips or organizing a todo list. Think of it as a helpful assistant, not a decision-maker. Keep in mind that AI isn’t perfect. It can give answers that sound confident but may be outdated or incorrect. For important matters like your health, finances or legal issues, always double-check with a trusted source such as your doctor, bank or a government website. Watch for scams Scammers are using AI to make their schemes more convincing. You may receive an email that appears to be from your bank or Medicare or a phone call that sounds like a family member. Be especially wary of urgent messages that pressure you to act quickly or warn that your account will be closed. Protect yourself The most important habit for avoiding scams is to slow down. If you receive a suspicious call, text or email, stop and assess the message. Don’t click links, download attachments or respond right away. Instead, contact the company or person directly using a phone number or website you trust – not the one provided in the message. Scammers now use AI to mimic voices and write convincing messages. Even if something sounds like it’s from a family member, friend or company, verify it another way before taking action. Never share sensitive information like your Social Security number, bank details or passwords unless you initiated the contact and trust the source. Banks and government agencies, including Medicare and Social Security, will not ask for this information by phone or email. Urgent requests for payment by gift card, wire transfer or cryptocurrency are also red flags. For added protection, use two-factor authentication, and keep your devices updated. You can even consider call-blocking services from your mobile service provider. If something doesn’t look right, take time to check it or ask a trusted friend or family member before responding. Keep learning Technology is always changing, but there are ways to stay informed. Many libraries and senior centers offer free classes on digital skills and online safety. Trusted resources like AARP’s Fraud Watch Network (aarp.org/fraudwatch) and the Federal Trade Commission (consumer.ftc.gov) also provide up-to-date scam alerts and protection tips. In addition, internet and mobile provider Cox Mobile (cox.com/mobilesafety) offers a library of research, tips and online safety tools to keep you informed and secure online. AI may seem complicated at first, but a little awareness goes a long way. By staying cautious and building a few smart habits, you can protect yourself and make this technology work for you. THE MALDEN ADVOCATE–Friday, July 3, 2026 Page 13 OBITUARIES Gorica Sokolovic Of Malden. Passed away Saturday, June 27 after a brief illness at MGH in the company of her loving children. She was 80 years old. Gorica was born in Serbia on March 2, 1946, and she was the oldest child of Mihaijlo and Ruzica Rancic. She was a bright student and had a successful career as an engineer and professor. She was also a prominent member of the Federal Parliament of the former Yugoslavia for 4 years. She is predeceased by her husband, Branislav Sokolovic, who she married on 8/16/70. Together they relocated their family to the US in 1988, first settling in Jacksonville, FL before finally moving to Malden in 1997. Before fully retiring, she found a new love of working in the customer service industry as a server at her local Dunkin Donuts; a job she loved immensely for its ability to introduce her to new people she could converse with daily. She is survived by her son Jovan and his wife Danijela of Malden, her daughter Melissa and her husband Bryan Lawless of Bedford, NH and her four grandsons, Nicholas, Alexander, Noah and Luke, all of whom she adored more than anything else in the world. Glenn is survived by his loving daughter Meaghan Rita Farrell and her husband John of Chicopee, MA and his cherished daughter Ashley Marie Carlton of Holbrook, as well as, his companion of 25 years, Patty Melchionno. Born on August 6, 1958, Glenn was the son of the late Robert and Josephine Carlton. He graduated from Salem State College in 1980 with a degree in accounting. Although he had an early career in Banking, he is best remembered for his over 50 years work at Santarpio’s East Boston where he made many lifelong friends. He is the beloved brother of Sharon Rozzi of East Boston, Carol Baglio of Revere and her late husband, Paul Baglio, and Beth Durfee of Ipswich. Glenn is also survived by many adoring nieces and nephews as well as many great nieces and nephews who he always found time to be with.
