Foreword During RoSPA’s centenary year, we will be reflecting on the role that our pioneering charity has played as a proactive partner, delivering worldwide improvements in health and safety performance both within and beyond the workplace. We hope to gain greater recognition of the huge burden that accidental injuries place on hospital A&E departments. We will therefore continue to work with the Royal College of Emergency Medicine in our joint ‘AlliancE’, to help reduce pressure on A&E through a greater focus on accident prevention. We need the health and safety community to recognise that accidents have a major impact on productivity. Accidents kill more children, young people and young parents than anything else. They are the biggest cause of death up to age 39, and indeed the biggest cause of preventable death up to the age of 72. Instead of a debilitating culture of risk aversion, we will be promoting an enabling culture of risk awareness / risk management to prevent accidents and the life-changing injuries that they cause. NEBOSH National General Certificate in Occupational Health & Safety The NEBOSH National General Certificate is the most widely-held health and safety qualification in the UK. Who should attend? Managers, supervisors and staff with health and safety among their day-to-day responsibilities. Safety professionals on their first level of formal training. NVQ Level 5 Diploma in Occupational Health & Safety This work-based qualification is suitable for those in a health and safety management role. Safety Audits A good health and safety record is a competitive advantage and a reflection of management strength. By auditing current performance, informed decisions can be made, actions prioritised and resources allocated. Furthermore, regular audits of safety performance will lead to a culture of continuous improvement. Why should employers be interested in safety auditing? Senior managers and directors with responsibility for setting and reviewing health and safety policy and for providing resources for achievement of such policy. An audit is defined by the HSE as: “The structured process of collecting independent information on the efficiency, effectiveness and reliability of the total safety management system and drawing up plans for corrective action.” HSE. To identify the most effective way to bring about improvement in the management of health and safety within an organisation, it is important to know the starting point. Strengths and weaknesses will be identified and appropriate solutions to promote improvement can be devised. The principle of auditing has been established for a long time in both financial management and quality assurance. The importance of audit as a tool in safety management was recognised by Desmond Fennel, QC, who, in his report on the King’s Cross disaster, stated: “It is essential that a system should be devised whereby safety of operation can be the subject of audit in the same way as efficiency and economy. If the internal audit has become a yardstick by which financial performance is measured only by such a tool can the board, and hence the general public be satisfied that all aspects of safety are maintained at the right level.” The pattern of health and safety legislation is quite clear since the introduction of the Management of Health and Safety at Work Regulations in 1992, amended in 1999. Employers are required to create safety management systems which need to be supported by documented procedures if they are to be effective. To test how effective the system is a thorough audit has to be conducted. Effective and efficient management of an employer’s legal obligations will ensure that valuable resources are not wasted on the wrong solutions and ensure that legal compliance can be achieved. A total score is obtained for each element and this is used to calculate a score which represents the overall performance of the organisation. This score is called the health and safety performing rating. Under the heading of Organising, the Audit examines the way in which responsibilities within the safety management system have been allocated to policy makers, planners and implementers and that there is supporting documentation for these activities. In essence, the QSA system adopts the HSE guidelines for best practice as its base. Procedures which describe how an organisation can meet the required performance standards fall into the main categories described in these guidelines for best practice. There are two routes to course approval. 1. Hazard Spotting The first step towards ‘suitable and sufficient’ risk assessments. A CMIOSH consultant visits your site to conduct a thorough assessment of all workplace safety hazards. This will include identifying priorities, discussing controls and advising on reporting mechanisms. On-site Workplace Transport The second-biggest cause of accidents at work. An independent review of vehicle movement and operations across a site. Looks at ways to reduce risks by segregating pedestrians from vehicles throughout the workplace. Culminates in an onsite de-brief and the production of a bespoke action plan detailing how working areas can be improved. Noise Assessments RoSPA’s noise assessor will identify noise hazards and establish whether the lower and upper exposure action values are being exceeded. They will also estimate the personal daily noise exposure of employees and identify measures required to eliminate or reduce risk, control exposure and protect employees. Results are analysed and presented to incorporate immediate and future actions. The RoSPA consultant will also make recommendations on the selection of appropriate engineering controls, hearing protection programmes, health surveillance and PPE. Dust Assessments Under COSHH Regulations, employers must assess and appropriately manage any risk to employee ill-health occurring from exposure to hazardous materials. A RoSPA consultant will visit your premises in order to act as the ‘competent person’ required to assess workplace dust exposure levels. The consultant will assess exposure levels for individuals and carry out background monitoring. Following analysis they will report on exposure levels, legal compliance and suggested control measures. Fire Risk Assessments Designed with the advice of a senior fire service professional. A RoSPA consultant will assess a broad range of risk factors including sources of ignition, means of escape, warning systems and risk to personnel. Using quantitative measures combined with a qualitative review, they will make clear the significance of any risks found. During consultation, an initial action plan can also be developed to facilitate change if needed. This is a highly flexible service. Road Safety Engineering Road Safety Engineering This is a two-week residential course comprising of lectures in the first week and practical work in the second. This course is aimed at all those who require a solid, comprehensive understanding of the theory and practice of road collision investigation and prevention. This course is also offered in modular format for those delegates not wishing to spend two consecutive weeks away from work. Managing Occupational Road Risk (MORR™) Driving is the most dangerous work activity that most people do. HSE Guidelines, “Driving at Work,” state that “health and safety law applies to work activities on the road in the same way as it does to all work activities and you need to manage the risks to drivers as part of your health and safety arrangements.” At RoSPA we started our now widely adopted MORR™ campaign in 1996. It is now an essential part of our country’s road safety strategies and many organisations employ its underlying principles as the basis for their fleet safety policies. In 2014, “A Strategic Review of the Management of Occupational Road Risk”, commissioned by RoSPA, found that while much progress has been made, almost 30% of road deaths and 25% of serious casualties still occur in crashes involving at least one at-work driver or rider. RoSPA Diploma in Motorcycle Instruction Conversion This two-day conversion course is ideal for riders who qualified from a RoSPA Diploma Course prior to March 2011 and require training and retest that allows them to apply for entry onto the DVSA Register of Post Test Motorcycle Trainers (RPMT). This has been approved by the Driving and Vehicle Standards Agency (DVSA) and developed to cover the elements expected of a modern teacher of motorcycling skills. Accreditation with Trainer Certification – Plus This accreditation is suitable for organisations based outside the UK looking to get a large number of employees qualified to RoSPA Diploma in Advanced Driving Instruction level using our Master Trainer Qualification (p.102). The RoSPA auditor will look at the delivery of training, the certification of trainers as well as the facilities and administration to ensure they provide a quality training experience for the end user. Suitable organisations may be offered the opportunity to provide training directly to RoSPA clients. Valid for three years. Not for Profit Approval & Accreditation RoSPA can provide a ‘not for profit’ version of all of our approval and accreditation services with the exception of ‘Accreditation with Trainer Certification - Plus’ - for voluntary organisations. High-Speed Driver Training Body Accreditation The introduction of section 19 to the Road Traffic Regulations Act 1984 is being designed to ensure that any driver working on behalf of the statutory emergency services is adequately trained to use the exemption and exceed the speed limit. Each emergency service needs to employ a training body, either internally or through an external contract to provide this training. RoSPA does not provide high-speed driver training and currently section 19 of the Road Traffic Act has not been finalised. Road Safety Engineering These training courses are designed for engineers and technicians working in local authorities, consultancies, overseas organisations, the Department for Transport and executive agencies.
