Pharisees were walking in divorce, issuing divorce certificates just because Moses said so, and yet we realize that although Moses permitted it, it was not meant to be so from the beginning as we saw God in GENESIS 2:24 say “Therefore a man shall leave his father and his mother and shall become united and cleave to his wife, and they shall become one flesh.” This Jesus re-affirmed in MATTHEW 19:5 repeating the same statement. In reality men whose marriages were [are] established by their own strength do not last and yet marriage is meant to be an eternal covenant.
