We see that God [Who has no pleasure in the perishing of men] could no longer delay the knowledge He had for the saints just because a certain saint to whom it was predestined to be delivered has choosen to stay indifferent to this call. Therefore, God Himself through Ananias spoke to Paul in Acts 22:14-15 saying, “The God of our fathers has appointed you to know His will, and to see the Righteous One, and to hear a voice from His mouth. For you will be a witness for Him to all men of what you have seen and heard.” Right above was the assignment that was given Paul; there is no doubt in what God can do in a saint who chooses to believe Him.
