Gaines’ acceptance of the Hoover Uncommon Public Service award makes her only the second Black, woman to win the honor. Helen Miller, a former Iowa State Representative from Fort Dodge, became the first Black person to win the award in March 2015. The 2020 Herbert Hoover Presidential Foundation’s Uncommon Public Service Award Senate recipient was Senator Brad Zaun, President Pro Tempore and Chair of the Judiciary in the Iowa Senate.
