PARENTS PUSH TO EXPAND ILLINOIS’ INVEST IN KIDS SCHOOL CHOICE PROGRAM Parents connected to the Invest in Kids tax credit scholarship program lobbied to make the program permanent when state lawmakers Nov. 15 returned to Springfield. Invest in Kids grants donors who contribute to a scholarshipgranting organization a income tax credit equal to 75% of their donation. For example, a $100 donation would result in a $75 income tax credit. Empower Illinois, the state’s largest scholarship-granting organization, has awarded 37,000 scholarships since 2018 worth more than $280 million. The program allowed Sheila Passehl to send her son to St. Jude Catholic School in Joliet, Illinois. She saw his studies improve and he became eager to get ready for school in the morning. “The tax credit scholarship program needs to continue to exist so that we can continue to educate our children the way we, the parents, choose to have our children educated,” Passehl said. Passehl and her husband didn’t think private school was an option for their son because it was too expensive, but then they received one of the scholarships. “The scholarship takes the financial stress off of us, and it gives us the opportunity to not have to pick and choose which sports or activities the kids are going to be restricted to,” she said. Anthony Holter, president of Empower Illinois, said the program is exclusively for kids with high financial need. “The average household income is $43,000, and these families are receiving scholarships, again, to attend their best fit private schools in every community in the state and every legislative district,” Holter said. Opponents argue more money for kids to go to private school undermines funding for public schools. Cynthia Riseman Lund from the Illinois Federation of Teachers said the program should expire sooner than the 2024 sunshine date. “[Teachers’ unions] support elimination of the Invest in Kids program. It is set to sunset … and we will call for the elimination of the program even sooner,” Lund said. Gov. J.B. Pritzker made a similar call to kill the program when he ran for governor in 2018. But he recently changed his stance and now supports the program, saying more students in need should have access to tax credit scholarships. Invest in Kids is currently set to expire Jan. 1, 2024. Spencer Homes acquires Fulford Home Remodeling Edwardsville-based home builder and construction company, Spencer Homes, LLC, has acquired Swansea-based Fulford Home Remodeling and Fulford Home HandyMan, according to an announcement on Wednesday. “For several years, I have considered Mark Fulford [president and founder of Fulford Home Remodeling] a mentor as both a business professional and leader in the building industry for decades,” said Mike Rathgeb, founder of Spencer Homes. “The opportunity to continue his legacy and team up with this exceptional group is truly an honor.” Spencer Homes will expand its staff to more than 20 experienced professionals with the addition of Fulford Home Remodeling, according to the release. The office at 3318 N. Illinois St. in Swansea will remain open to customers. In early 2023, Spencer Homes will open a designbuild studio in Glen Carbon at 6616 Center Grove Road. “[Rathgeb] and I developed a great relationship over the last several years while participating on the board of the Home Builders & Remodelers Metro East Association,” Fulford stated in the release. “I have watched his business grow, admired his innovative agingin-place building practices and respected him as a business owner. Once we discussed his company values and how they aligned with Fulford Home Remodeling values, it was apparent Spencer Homes was the right company to continue servicing our loyal customers and leading our outstanding employees.” Spencer Homes’ Custom Homes division will continue to focus on “building well-appointed new homes,” continued the release, while the Spencer Homes Remodeling side manages all remodeling projects that include interior and exterior updates, kitchen and bath updates, basement finishing, whole home updates, additions and outdoor living areas. Spencer Homes Handyman will serve homeowners who need small projects or repairs done. Spencer Homes was founded in 2005 and has since built more than 300 homes in Madison and St. Clair counties, according to the release. The Illinois Department of Human Rights (IDHR) released its model Sexual Harassment Prevention Training program for Illinois employers to comply with Public Act 101-0221 (commonly referred to as the Workplace Transparency Act). Under this Act, Illinois employers are required to train employees on sexual harassment prevention by December 31, 2022, and on an annual basis thereafter. This requirement applies to all employers with employees working in this State. Employers must either develop their own sexual harassment prevention training program that equals or exceeds the minimum standards for sexual harassment prevention training outlined in Section 2-109(B) of the Illinois Link to Request Access for Model Sexual Harassment Prevention Training Employers Required to Provide Sexual Harassment Prevention Training for All Employees •Every employer in the State of Illinois is required to provide employees with sexual harassment prevention training that complies with section 20198 of the Illinois Human Rights Act. •All employees regardless of their status (i.e. short-term, part-time, or intern) must be trained. •If an employer has an independent contractor working on-site with employer’s staff, the independent contractor should receive sexual harassment prevention training. Record of Compliance Employers should keep an internal record of training compliance to be made available for IDHR inspection upon request. Records that reflect compliance may include but are not limited to, a certificate of participation, a signed employee acknowledgement, or training sign-in worksheets. A record of training should include the names of employees trained, the date of training, the sign-in worksheets, copies of certificates of participation issued, and a copy of all written or recorded materials that comprise the training as well as the name of the training provider, if applicable. Records may be paper based or electronic. Documentation of the training should not be sent to IDHR unless requested but should be kept on the employer's premises. Page 20
