STATE OF ILLINOIS 2017 LEGISLATIVE PROPOSALS & POSITIONS 1. Extend the Vacant Lot Act to Successive Property Owners – HBAI passed this law in 2011 but it had a three-year sunset provision. Now, all business incentives are on hold in the Illinois House until there is an overall tax increase. 2. Oppose Service Tax on Construction – Expansion of State Sales Tax to Services could bring $2.5 billion in new dollars to Illinois. While new construction will probably be exempt, home remodeling could be hit with this tax. SEE SB09 details on page 16 3. Support Consolidation of Local Government Units – Illinois has more units of government than any other state. 4. Impact Fee & Tap on Fee Reform – HBAI wants “specifically and uniquely attributable” standard on all impact fees and all fees to be places in a segregated fund. There is already a bill in place for this on school impact fees from 2003 and Senators Clayborne and McCarter have proposed SB60 to address township tap on fees that we support. 5. Exempt New Homes from Transfer Taxes – New homes are assessed impact fees AND transfer taxes by some municipalities. HBAI wants legislation prohibiting transfer taxes on homes paying impact fees. Other Legislative Bills that are being proposed in this current session:  HB0732 – Roofers bill outlines when roofing contract is necessary for re-roof/repairs. NEUTRAL  HB0366 – Employee classification raises penalties by $500. OPPOSED  SB1355/1807 – Construction demolition debris. A municipality cannot create a monopoly for waste removal/ hauling providers. MONITOR  SB1450/HB2672 – both shell bills for Residential Building Code Acts. MONITOR  HB2816 – 5% of materials in new construction must be re-used materials. OPPOSED  HB0813 - Employment Layoff Notice, Changes current language from company with 75 employees (was 65) layoff notice must be given in 90 days (was 60). OPPOSED  SB0981 - Prohibits Wage Inquiry. Employers would not be allowed to discuss what a potential employee has been paid or what their pay expectations are. OPPOSED  SB1296—Requires Paid Sick Days. This is a repeat bill from last legislative session. OPPOSED These are just the “hot topics” to share.
