Workers’ Compensation Reform was a big part of our discussions with our Legislators. Representative C.D. Davidsmeyer is extremely well knowledged on this topic and shared his support to 1. Define the “major cause” of a health issue. Even if a work accident contributes just 1% of a medical issue, worker’s comp pays the entire cost. 2. Define a “traveling employee”. Illinois courts have ruled that worker’s comp can be paid when an employee is involved in an accident traveling to and from work. HBA Leadership pictured with State Representative C.D. Davidsmeyer 3. Adopt a medical fee schedule in line with the rest of the United States. Illinois schedule is 19% to 45% higher than in other states. Home Repair Tax service fee of 6.25% opposition was supported with the Legislators we visited with. Representative Charlie Meier is currently going thru a major home remodel and could attest to how this tax would create burdens on home owners as well as the company doing the repairs. There are many more issues that go along with this service fee for storm situations and home owners on limited incomes. All House Representatives supported HB3826 prohibiting home rule municipalities from collecting a real estate transfer tax on homes for which an impact fee has no effect on State or County transfer taxation. Luckily this is not in our territory (only in Chicago area) but you never know when it could show up here. Representative Bourne agreed that employers need flexibility when determining what type of leave benefits work best for them and their employees. After the reception was over we took advantage of a visit with Congressman Bost and had a brief moment with Governor Rauner.
