We need to place emphasis on the following areas: Senior Management Accountability Strategic Human Resources Management Transformational Leadership Continuous Communication Culture Change Senior Management Accountability We need to hold our public sector managers accountable directly and personally for results within their organisation. I am aware that at the top level of many of our public services there is resistance but as a former Permanent Secretary myself who was held accountable for Results in a protracted crisis, I say it is high time we embrace that approach. It is not the Minister’s fault if there is no up-to-date Strategic Plan (SP). It is not the Minister’s fault if the SP is out of date or not aligned with the budget allocation. It is not the Minister’s fault if staff meetings have not been held for years. It is not the Minister’s fault if Performance Reports and Annual Reports are not submitted on time. Managers must accept responsibility for their tasks, not simply enjoy authority. Continues on next page
