These are areas where organisations can proactively work towards the delivery of their internal practices, policies and procedures within the broad system of government. It is noteworthy to mention that a highpoint for the Charter framework is the vision for public sector transformation: “Sustainability. In order to achieve sustainable public sector transformation, a holistic approach to transformation is necessary. The 3 Rs are therefore distinct phases in the transition towards transformation sustainability. The public sector, in the context of the TLM, can be viewed as an open system in constant interaction with, and continuous re-discovery and transformation of itself. Organisational transformation can therefore be said to occur through circular patterns of interaction. This thinking is dramatically illustrated in the Model at Figure 2.
