There should be a Regional Model for Transformation 2. Transformation should be developed and implemented on a country-specific basis in each CARICAD member state but under a Regional framework 3. Transformation is not a destination but a continuous journey of change, adaptation and innovation 4. Transformation is cross-cutting and multi-faceted. It is not about a single subject or the work of a Transformation/Reform Unit in isolation 5. Transformation and Public Financial Management are inextricably interwoven CARICAD interprets Transformation in this manner: Public Sector Transformation is a continuous process of leading and managing change in the public service for innovative adaptation. The process is intended to enable delivery of services and results in a resilient and sustainable manner. Examination of that description leads to the conclusion that Transformation cannot be static or single-event-driven. CARICAD has concluded that in the past, Transformation was managed like an event that had a start date and end-date. It was promulgated as though there was a single goal, such as better customer service or right-sizing. Right-sizing usually meant reducing numbers on the payroll. Reduction in numbers sometimes occurred but that was usually in the core public service among Ministries and Departments but not in state-owned enterprises. That approach derived from imported models of thought. The record shows that much of what occurred as Transformation, did not accomplish the stated goals.
