However, things began to change when developer Paul Kneeland took the reins. “He’s a guy that does things,” said Powers. “He has a proven track record.” Now, Kneeland is working with Powers to knock down the buildings formerly occupied by Bank of America and Enterprise Rent-A-Car and construct new buildings in their place.
