According to State Police, the first brawl broke out at 2 a.m. at the Mémoire nightclub. Following the confrontation, Shani Mohamed Abo, 29, of Everett, was arrested and charged with assault, disorderly conduct and resisting arrest. Within minutes, police arrested Herby Charmant, 25, of Lynn, after a verbal dispute during which he allegedly touched a woman inappropriately and hurled her cell phone across the lobby. Charmant now faces a myriad of charges, including indecent assault and battery, assault and battery, lewd and lascivious behavior and disorderly conduct. A third fight broke out 10 minutes later and resulted in a 26-year-old Lynn man being charged with assault and battery as well as receiving a court summons. A 32-year-old Lynn resident was taken into protective custody for yelling and public intoxication. The Massachusetts Gaming Commission currently allows Encore to serve alcohol on the casino floor until 4 a.m. Ward 1 Councillor Fred Capone said Mémoire’s closing time may need to be earlier if this type of problem persists. “When you get into those later hours, you might be dealing with a different clientele,” he said. ELECTION | FROM PAGE 1 tion was caused for guests and other patrons.” Encore officials also maintained that the situation was kept under control. “Encore’s in-house security team, in collaboration with local police and the state police unit, was able to quickly respond to and control the situation with no impact or disruption to other guests or operation,” they said in a written statement. Boston City Councillor Timothy McCarthy, chairman of the council’s Public Safety and Criminal Justice Committee, shared his concerns. “A lot of people are going there to drink late at night,” he said. McCarthy also said the casino should consider issuing bracelets only to patrons who are staying at the resort. Although the incidents remain under investigation, there are no immediate plans to change Encore’s security procedures. In addition, Lindsey said candidates are required to include their own information on every signature sheet prior to collecting signatures. According to the Secretary of State’s Office, “The candidate’s name, residence, political party or designation, the office for which the candidate is running and the district in which he or she is running must be placed on the nomination papers before any signatures are gathered.” According to Lindsey, this was not the case with D’Onofrio. “He didn’t follow the instructions; he wasn’t supposed to get signatures on those sheets,” said Lindsey. “We can’t circumvent the process of having a fair, democratic election; no one is above the law.” The commission ultimately determined that nine of D’Onofrio’s original 254 signatures were not valid. McGonagle testifies to streamline housing production Urges colleagues to support H.3397 to combat housing crisis S tate Representative Joseph McGonagle testified before the Joint Committee on the Judiciary to urge his colleagues to support H.3397, his bill titled “An Act to streamline housing production through abutter appeals reform” and raise it for a vote. In McGonagle’s leadership role as the Vice Chair of the Joint Committee on Housing, he is actively exploring every policy solution to combat the housing crisis facing the Commonwealth. McGonagle’s bill is a simple, yet effective step to streamline housing production by helping to prevent frivolous litigation against development. McGonagle’s bill would allow judges, in their discretion, to impose a bond requirement of up to $15,000 on plaintiffs who file abutter appeal cases if the judge thinks the case lacks merit and is only being used to delay a housing development. By allowing judges to impose a bond, frivolous abutter appeals lawsuits would be discouraged, while still ensuring the right of abutters to testimony McGonagle revealed that over the past nine years the Metro Boston region has added 245,000 new jobs, while only permitting 71,600 housing units. “At the present moment, the Commonwealth simply cannot afford to wait to create new housing units, especially low-income and senior units,” McGonagle stressed to his colleagues. McGonagle also emphasized that his bill does not discourage neighbors who have valid concerns about adjacent developments. He testified, “This bill is not meant to dismiss the rights of abutters who want to bring legitimate concerns about a development to court. Instead, the intention of this bill is to dissuade frivolous lawsuits that are meant only to delay or stop a housing development.” McGonagle’s bill currently awaits committee action. State Rep. These abutting neighbors often employ land use appeals as a tactic to prevent any new development,” McGonagle asserted during his testimony. While there is no simple solution to solving the housing crisis, McGonagle wholeheartedly believes that increasing the Commonwealth’s housing supply is paramount. Page 8 THE EVERETT ADVOCATE–Friday, August 16, 2019 Boston-based dance team Lil Phunk named USA’s best in back-to-back years Gold medalist at Hip Hop Dance Championship competition – Boston Celtics Junior Dance Team for 15 years P hunk Phenomenon Dance Complex announced that Lil Phunk (also known as the Boston Celtics Junior Dance Team), its hip hop dance crew of nine boys and girls ages seven to 12, received a gold medal for the second year in a row as the Junior Champions at the 2019 USA Hip Hop Dance Championship. In addition Lil Phunk received the highest score ever by a USA junior crew. The final event, which was attended by thousands of people, was held at the Arizona Grand Resort & Spa in, Phoenix, Ariz., on Saturday, August 10. Lil Phunk moved into the World Hip Hop Dance Championships and placed ninth in the World in an event that drew more than 4,000 dancers from 50 countries, all vying for the title of World Hip Hop Dance Champion in the junior, varsity, adult and other crew divisions. Now in its 17th year, the USA and World Hip Hop Dance Championships are produced by Hip Hop International. THE EVERETT ADVOCATE–Friday, August 16, 2019 Page 21 Senators Markey and Hassan query HHS on status of measuring opioid response progress F ollowing a recent preliminary report from the Centers for Disease Control and Prevention (CDC) indicating a reduction in nonfatal opioid overdoes in 2018, U.S. Senator Edward Markey and U.S. Senator Maggie Hassan sent a letter to the U.S. Department of Health & Human Services (HHS) inquiring how the department is comprehensively measuring progress in curtailing the nation’s opioid epidemic. Last year, along with U.S. Senator Lisa Murkowski, Markey and Hassan introduced the National Milestones to Measure Progress in Ending the Opioid Epidemic Act of 2018, which required HHS to develop a scorecard to measure progress in responding to the opioid overdose crisis. This bill was included in the SUPPORT for Patients and Communities Act that became law in October 2018. The Senators’ letter focused on the administration’s efforts to implement the Milestones requirements included in SUPPORT. “We need to stay focused on tracking all relevant trends related to the opioid overdose crisis, not just overdose fatalities, to gain a clearer picture of where we are as a country in ending this epidemic,” the senators said to HHS Secretary Alex Azar in their letter. “This additional information will help the federal government and states identify interventions that are working and those that are not, as well as recognizing areas for conHappy Anniversary! There were no roll call votes in the House or Senate last week. This week, Beacon Hill Roll Call reports local senators’ roll call attendance records for the 2019 session through August 9. The Senate has held 91 roll call votes so far in 2019. Beacon Hill Roll Call tabulates the number of roll calls on which each senator was present and voting and then calculates that number as a percentage of the total roll call votes held. That percentage is the number referred to as the roll call attendance record. In the 40-member Senate, 36 senators (90 percent) have 100 percent roll call attendance records. The senator who missed the most roll calls is Sen. Adam Hinds (D-Pittsfield) who missed 7 roll calls, (92.3 percent attendance record). “Sen. Hinds did miss seven roll calls on June 27, 2019 because he was appointed by the Senate president to attend the National Conference of State Legislatures’ Budget and Tax Academy in Washington DC,” said Bethann Steiner, Hinds’ chief of staff. Two senators missed one roll call each and have a 98.9 percent record: Sens. Ryan Fattman (R-Sutton) and John Keenan (D-Quincy). “I was unable to be present for a single roll call due to attending my brother’s U.S. Army Aviation graduation from Fort Rucker in Alabama,” Fattman told Beacon Hill Roll Call. Many legislators say that legislative sessions are only one aspect of the Legislature's job and that a lot of important work is done outside of the House and Senate chambers. They note that their jobs also involve committee work, research, constituent work and other matters that are important to their districts. Critics say that the Legislature does not meet regularly or long enough to debate and vote in public view on the thousands of pieces of legislation that have been filed. They note that the infrequency and brief length of sessions are misguided and lead to irresponsible late-night sessions and a mad rush to act on dozens of bills in the days immediately preceding the end of an annual session. Since my father died a few years ago, her house is so disorganized and messy with stuff that it’s becoming a hazard. What should I do to help her? Troubled Son Dear Troubled, Clutter addiction is a problem that effects up to five percent of Americans, many of whom are seniors. The problems can range anywhere from moderate messiness to hoarding so severe it may be related to a mental health disorder like obsessive-compulsive disorder. Here’s what you should know, along with some tips and resources that can help your mom. Why People Hoard The reasons most people hoard is because they have an extreme sentimental attachment to their possessions, or they believe they might need their items at a later date. Hoarding can also be a sign that an older person is depressed or showing early symptoms of dementia. Common problems for seniors who live in excessive clutter are tripping, falling and breaking a bone; overlooking bills and missing medications that are hidden in the clutter; and suffering from the environmental effects of mold, mildew and dust, and even living among insects and rodents. What to Do To get a handle on your mom’s problem, the Institute for Challenging Disorganization offers a free “Clutter Hoarding Scale” that you can download off their website at ChallengingDisorganization.org. If you find that your mom has a moderate cluttering problem, there are a number of things you can do to help. Start by having a talk with her, respectfully expressing your concern for her health and safety, and offering your assistance to help her declutter. If she takes you up on it, most professional organizers recommend decluttering in small steps. Take one room at a time or even a portion of a room at a time. This will help prevent your mom from getting overwhelmed. Before you start, designate three piles or boxes for your mom’s stuff – one pile is for items she wants to keep-andput-away, another is the donate pile and the last is the throwaway pile. You and your mom will need to determine which pile her things belong in as you work. If your mom struggles with sentimental items that she doesn’t use, like her husband’s old tools or mother’s china for example, suggest she keep only one item for memory sake and donate the rest to family members who will use them. You will also need to help her set up a system for organizing the kept items and new possessions. Find Help If you need some help with the decluttering and organizing, consider hiring a professional organizer who can come to your mom’s home to help you prioritize, organize and remove the clutter. The nonprofit group National Association of Productivity and Organizing Professionals has a directory on the website at NAPO.net to help you locate a professional in your area. If your mom has a bigger, more serious hoarding problem (if her daily functioning is impaired, or if she is having financial difficulties, health problems, or other issues because of her hoarding) you’ll need to seek professional help. Antidepressants and/or talk therapy can help address control issues, anxiety, depression, and other feelings that may underline hoarding tendencies, and make it easier for her to confront her disorder.
