3 TRENTO SUMMER SCHOOL ON ADVANCED EU COMPETITION LAW AND ECONOMICS The second edition of the Summer School will take place in Moena (Italian Dolomites) from 12th to 18th June 2016. The Summer School is organised by the Osservatorio Permanente sull’Applicazione delle Regole di Concorrenza based at the Faculty of Law of Trento University (“Osservatorio Antitrust”). It is co-directed by Gian Antonio Benacchio and Michele Carpagnano. The course offers a unique opportunity to analyse and study EU Competition Law and Economics at an advanced level. This advanced course combines academic studies with a pragmatic approach to the application of competition rules. The academic program is designed to cover both substantive and procedural aspects of EU Competition Law with practical sessions (complaints, compliance programs, leniency applications and estimation of antitrust damages and demonstrations (dawn-raids and EU General Court proceedings). There will also be two workshops on hot topics in EU Competition Law and Economics, two keynote speeches on powers, functioning and guarantees of Competition Authorities and a Cocktail-talk on Digital Economy & Competition Law. A new feature of the second edition is a round-table where the Presidents of the Italian, French, Luxembourg, Spanish and Basque Competition Authorities will discuss on key issues and new developments of Competition Law enforcement in the EU.

SPEAKERS 6 Sten Frimodt Nielsen Judge at the General Court since 17 September 2007 and President of the Sixth Chamber at the General Court since September 2013; graduated in law from Copenhagen University (1988); civil servant in the Ministry of Foreign Affairs (1988-91); tutor in international and European law at Copenhagen University (1988-91); Embassy Secretary at the Permanent Mission of Denmark to the United Nations in New York (1991-94); civil servant in the Legal Service of the Ministry of Foreign Affairs (1994-95); external lecturer at Copenhagen University (1995); Adviser, then Senior Adviser, in the Prime Minister’s Office (1995-98); Minister Counsellor at the Permanent Representation of Denmark to the European Union (1998-2001); Special Adviser for legal issues in the Prime Minister’s Office (2001-02); Head of Department and Legal Counsel in the Prime Minister’s Office (March 2002 to July 2004); Assistant Secretary of State and Legal Counsel in the Prime Minister’s Office (August 2004 to August 2007). Bruno Lasserre is a member of the Conseil d’État, the French supreme administrative court, which he joined in 1978 after graduating from École Nationale d’Administration (ENA), the French national school for civil service. Between 1989 and 1997, he served as Director for Regulatory Affairs, and then Director General for Posts and Telecommunications at the French Ministry of Posts and Telecommunications. In this position, he developed and implemented a comprehensive overhaul of the telecommunications sector, culminating in its full opening to competition as well as in the creation of an independent regulator. He returned to the Conseil d’État in 1998, where he chaired the 1st Chamber for three years, before becoming Deputy Chairman for all litigation activities, between 2002 and 2004. After serving as Member of the board of the Conseil de la concurrence (19982004), he was appointed President in July 2004, and in this capacity pushed through a major reform that transformed it into the Autorité de la concurrence, responsible for merger review and competition advocacy in addition to antitrust enforcement. He has chaired the Autorité since then. He is also a Commander of the French Légion d’honneur and a Commander of the French Ordre national du Mérite.

Giovanni Pitruzzella was appointed President of the Italian Competition Authority by the presidents of the two Chambers of Parliament on 29 November 2011. Before his appointment, he was an administrative law lawyer. He has been full professor of Constitutional Law since 1994. From 1986 to 1993, he was associate professor of Institutes of Public Law. Throughout the years, he has been President of several Governmental Commissions and of the Independent Authority that regulates strikes in essential public services, obtaining high regard for the institutional accomplishments achieved. He has been legal consultant of parliamentary bodies, ministers and regional governments. In 2013, he was appointed by the President of the Republic as one of the ten experts asked to provide a comprehensive economic and institutional reform program and he was later nominated member of a group of experts asked to provide a broad set of constitutional reforms. He has published six monographs, edited several books, and his articles are regularly published in law journals. He is also co-author of a widely used textbook on Constitutional Law, now at its fourteenth edition. Pierre Rauchs. 2011 onwards: President of the Luxembourgish Competition Authority. Former Coordinator in the Minister’s cabinet, Ministry of Economics and Foreign Trade. Former Head of unit, Market Regulation and Consumer Affairs, Ministry of Economics and Foreign Trade. Lawyer (LLM London School of Economics, Maîtrise de droit, Université de Paris 1 Panthéon-Sorbonne). María Pilar Canedo Arrillaga is the Chairperson of the Basque Antitrust Authority since its creation in 2012. She is Professor of Private International Law and Jean Monnet Chair Holder on Transnational Trade Law. She has directed an “Erasmus Mundus Master in Transnational Trade Law & Finance” and lectures in several Graduate post graduate and PhD Programs at Deusto University. She has also taught, among other institutions, as Invited Professor such us Universidad Carlos III, Madrid; Universidad Pontificia de Comillas, Madrid; ESADE, Barcelona; Université Robert Schumann Strasbourg III; University of Strathclyde, Glasgow; Universidad de Guadalajara, Mexico; Hamline University, Saint Paul, Minnesota and USF, San Francisco, USA. Professor Canedo is author of more than 50 publications (books, book chapters 7

8 and articles) and over 30 principal interventions in national and international seminars and conferences. Professor Canedo graduated from Deusto University with an LLB and a PhD in Competition Law, with magna cum laude honors. Mattia Melloni is one of the four members of the “Conseil de la concurrence” of Luxembourg and in this capacity is responsible of the ECN for this Authority. He is also an associate professor at the University of Nancy, Law School. He started his professional career in London and moved to Brussels later on while working for two leading international law firms in competition and trade matters. He also spent several years at the General Court of the European Union while working as référendaire (law clerk) before joining the “Conseil de la concurrence” of Luxembourg (2012). Mattia Melloni qualified as “avocat” in Brussels (2004). He holds a Ph.D. from the Free University of Brussels, an LL.M. from the University of Minnesota Law School, a D.E.S. from the Institute of European Studies of Brussels and a law degree from the University of Bologna. Roberto Chieppa is the Secretary General of the Autorità Garante della Concorrenza e del Mercato since December 2011. Councillor of State since February 2000. Lecturer for university and post-graduate courses on administrative law and antitrust law; co-edited and contributed to legal trade journals, authored over 50 publications in the administrative law sector. Roberto Chieppa collaborated with the Ministry of Regional Affairs and Local Autonomies as a member of the joint Committee on the laws for implementing the special Statute of the Region of Aosta Valley and as an expert on issues concerning the liberalization of public services and the reform of the consolidated law on local entities and issues related to mountainous areas. Member of the regulatory quality and simplification Unit established at the Presidency of the Council of Ministers. Andrea Pezzoli is the Director General for Competition of the Italian Competition Authority, where he has worked since 1993 as head of the Investigative Directorate “Food, Pharmaceutical and Transport” and as Chief Economist. Previously he was head of the Industrial Policy Unit of Centro Europa Ricerche and senior economist at the Research Department of Istituto Immobiliare Italiano. He teaches Competition Issues at the University of Tor Vergata and at Luiss University in Rome. He was also lecturer of Competition Policy at the University La Sapienza in Rome and at the University of Macerata. Educated at the University La Sapienza in Rome and at Lancaster University in UK, he published various articles on competition, regulation and industrial policy issues.

Eduardo Prieto Kessler is Director at the Competition Direction in the newly created Comisión Nacional de los Mercados y la Competencia (CNMC) in Spain. He holds a law degree by the University Complutense of Madrid and belongs to the Spanish administration body of Economists of the State, a public administration body specialized in economics. After a period at the Spanish Embassy in Seoul, as Commercial Attaché- he served as Deputy Director General for Restrictive Practices at the NCA between 1999 and 2004. In 2004 he moved to the private sector, working as Senior Consultant for the American economics consultancy company NERA, where during 4 years he advised companies on competition matters. He then turned back to the Spanish economic administration in 2009 where he was posted as Economic and Trade Counsellor at Spanish Embassy in Bucharest. After a year working as advisor to the Director of Investigation at the CNC (Comisión Nacional de Competencia), he was appointed Director of the Competition Direction in October 2013. Nelson Jung is a qualified lawyer in Germany as well as a Solicitor in England and Wales. Having qualified as a lawyer in Germany in 2002, Nelson completed an LLM at University College London, specialising in European Law. He then worked at the European Competition and Regulation practice group at Clifford Chance LLP in London before, as a Senior Associate, he moved to the Office of Fair Trading in 2010. Nelson is currently the Director of Mergers Group at the Competition and Markets Authority (CMA) and, prior to 1 April 2014, was the Director of Mergers at the Office of Fair Trading. He previously also held the position of Competition Enforcement Director at the Office of Fair Trading, where he focused on enforcing UK competition law under the Competition Act 1998. Ulrich von Koppenfels is a case handler at the European Commission’s Directorate-General for Competition. Currently he is a member of the mergers case support and policy unit, responsible for coordinating merger cases (in particular in the area of remedies) and developing policy initiatives in the field of merger control (such as the 2013 Simplification Package and the 2014 White Paper on a possible reform of the EU Merger Regulation). Previously he served in DG Competition’s units responsible for antitrust and mergers case support, for antitrust enforcement in the energy and environmental sectors as well as in operational units in charge of merger cases. Before joining the European Commission, Ulrich von Koppenfels worked for the German Bundeskartellamt (national competition authority) as a case handler and in the legal department. 9

Ulrich von Koppenfels studied law at the Universities of Bonn, Geneva and Freiburg, obtained a post-graduate degree from the College of Europe in Bruges and has passed the German bar examination. He has given classes in EU competition law at the Free University of Berlin and Technical University of Berlin. He is a co-author of Bornkamm/Montag/Säcker, Münchener Kommentar Europäisches und Deutsches Wettbewerbsrecht (2nd ed. 2015), Drauz/Jones, EU Competition Law - Mergers & Acquisitions (2nd ed. 2013) and Hirsch/Montag/Säcker, Competition Law: European Community Practice and Procedure (2008) and has published several other articles and essays on competition law. 10 Mario Siragusa is a partner at Cleary Gottlieb Steen & Hamilton LLP, based in the Rome and Brussels offices. He focuses on corporate and commercial matters and specializes in EU and Italian competition law as well as complex commercial litigation. He appears frequently before the European Court of Justice, the General Court of the European Union, the Directorate General for Competition of the European Commission, as well as the Italian Antitrust Authority and Italian civil and administrative courts. He lectures regularly at conferences throughout the United States and Europe and has published numerous articles in U.S. and European legal journals. He is a professor at the College of Europe in Bruges and lectures at the Catholic University in Milan. He is a member of the Commission on Law and Practices Relating to Competition of the International Chamber of Commerce in Paris. Alberto Pera, Partner, Gianni, Origoni, Grippo, Cappelli & P., Rome. Former Secretary General of the Italian Competition Authority from 1990 to 2000. Prior to 1990 he was a consultant to two Ministers of Industry for competition and antitrust issues, and head of economic research at IRI (the holding organization up to the year 2000 for Italian State-owned companies) and an economist at the International Monetary Fund from 1980 to 1985. A recognized expert in competition law and economics, he is also well versed in fields such as the regulation of public utilities and privatization policies, topics on which he has provided consultancy to several Italian Ministers and international institutions. Alberto holds a degree in Economics (La Sapienza University, 1973) and in Law (Macerata University), together with an MSc in Economics awarded by the London School of Economics. He has authored three books and over thirty articles dealing with competition, privatization and regulation, is a frequent speaker at conferences and seminars, and a member of the editorial board of the European Competition Journal and

of Concorrenza e Mercato. He is a member of the Italian Bar. He speaks Italian, English, French and Spanish. Jesús Alfaro has been a Professor of Commercial Law since 1995 and is currently teaching at the Universidad Autónoma of Madrid. He specialises in (i) EC and Spanish competition law (mainly, cartels and abuse of dominant position investigations); (ii) Unfair competition; (iii) Contracts (mainly distribution agreements, termination of manufacturer/distributor relationships); (iv) Consumer law. Aditionally, he is also well known as a Corporate law specialist (mainly, internal corporate conflicts, corporate governance and corporate litigation). Consultant at Linklaters since february 2012. As well as his strong practice in commercial and competition law, Jesús has also written books and dozens of articles on problems related to constitutional and private law, general theory of contracts, antitrust law and economic analysis of law, corporate and consumer law. Michele Carpagnano, PhD, holds a teaching position in EU Competition Law at University of Trento and he is the Founder and Co-Director of the Osservatorio Permanente sull’Applicazione delle Regole di Concorrenza. As Attorney he represents national and multinational companies before the Italian Competition Authority as well as the European Commission and he has been involved in several cases and class actions before domestic courts concerning antitrust infringements (private enforcement). Michele Carpagnano advised the European Parliament on the introduction of EU legislation on collective redress. He is author of three books on private antitrust enforcement and several articles on competition law issues. Francisco Marcos is expert in economic analysis of law, commercial and competition law, he teaches law at IE Business School, having studied as a Fulbright scholar (1994-1995) at UC Berkeley and having enjoyed a scholarship for the Real Colegio di Spagna (1997-1998) in Bologna (Italy). He works as an independent consultant and as short-term consultant for the World Bank-IFC, advising governments, companies and firms on different matters in the area of market regulation and antitrust law. In October 2006 he was appointed General Director of Competition Policy at the Regional Antitrust Authority in Madrid, stepping down from that position on September 2009. He is member of the Editorial Board of the European Business Organization Law Review and of European Company Law. Author of numerous academic works, including two books. 11

Luigi Prosperetti is professor of Economic Policy at Faculty of Law, Università di Milano. He studied economics at Bocconi, Milan (cum laude, 1976) and at the London School of Economics (M.Sc., 1978; Ph.D., 1982). He has written extensively on regulatory and antitrust issues, and in 2009, he published Il danno antitrust: una prospettiva economica. Ginevra Bruzzone is Deputy Director General of Assonime, in Rome. Assonime is a private think tank active in corporate law, tax law, competition and regulatory policies. 12 At Assonime, which she joined in December 2000, she is in charge of EU and Italian competition law, consumer protection, IP law and regulation. She was formerly Senior Economist at the Research Department of the Italian Competition Authority, from 1991 to 2000. Ginevra Bruzzone has published extensively in the field of law and economics in national and international publications, and has a significant experience as teacher and lecturer on antitrust issues. She teaches a course on Competition and Consumer Protection in the EU in the Master on European Economic Governance at Luiss University, in Rome. She is a member of the Advisory Board of the Italian Authority for Transportation and of the Steering Council of the Italian Section of the International Chamber of Commerce. Gwenaël Muguet-Poullennec is a référendaire (law-clerk) at the General Court of the EU. He first worked with Judge Rafael García-Valdecasas before joining Judge Sten Frimodt Nielsen’s cabinet. As a référendaire for the reporting judge, he actively contributed to cases such as Airtours v. Commission (T 342/99), My Travel v. Commission (T 212/03), Ryanair v. Commission (T 342/07) or Kingdom of the Netherlands and ING v. Commission (T 29/10 and T 33/10). Prior to joining the Court, Gwenaël practiced in the Paris office of an American law firm. In this capacity, he advised clients in competition law matters. He also worked as a legal expert in relation to several WTO disputes between the EU and the USA. He qualified as an attorney-at-law in New-York State after obtaining law degrees from Panthéon-Assas (Paris II) and Panthéon-Sorbonne (Paris I) Universities as well as the Columbia University School of Law (NYC). Gwenaël has been lecturing on a regular basis in France and Switzerland. He is also co-editor of the pages on State Aid and Procedural Law for the Revue Lamy de la Concurrence, one of the French-speaking leading reviews dedicated to Competition Law.

Mario Todino is a partner at Jones Day, Brussels Office. He has in-depth experience in mergers, cartels, compliance, state aids, and litigation before the European Union and national courts. He has an extensive background in EU and Italian law, both in the private and public sectors, having previously served in governmental positions in Italy and Brussels, as well as at the European Court of Justice. Mario has significant knowledge of the energy, chemical, consumer goods, IT, telecom, semiconductor, automotive, mining, pharmaceutical, medical device, financial services, and transportation industries. Mario is coauthor of the best-selling textbook on Italian competition law, La disciplina della concorrenza in Italia, edited by Il Mulino, second edition 2010, third edition forthcoming. He regularly lectures on EC and domestic competition law. Education: College of Europe (Bruges, Belgium) (LL.M. in European Law Studies with honors 1992); University of Naples (J.D. magna cum laude 1990). Bar admission: Naples Bar, Italy. He speaks Italian, English, and French. Sacha D’Ecclesiis is a Partner at Orsingher Ortu Avvocati Associati based in the Rome office, leading the EU & Competition law and regulatory practice. Sacha’s activity focuses on advising Italian and foreign companies in different EU & competition and consumer law matters, as well as regulatory matters, mainly in the Technology, Media and Telecom and energy & oil sectors. He is active both in administrative proceedings, before the Italian Competition Authority and the European Commission, and in civil and administrative trials before Italian and European Courts. Sacha acquired an extensive knowledge in all the fields of competition law, spending five years in Brussels as a lawyer and then in Rome. He regularly speaks at International and national conferences as well as at post-graduate legal and business schools on EU & Competition and consumer law related topics. Sacha has recently been admitted as lecturer at the Italian National School of Administration to teach “Antitrust Law and State Aid” and is responsible for Market Regulation and Antitrust Commission of the Camera degli Avvocati Amministrativisti.

14 Till Schreiber is director at CDC Cartel Damage Claims Consulting (CDC) in Brussels. In this role he is responsible for the analysis, preparation, management and funding of some of the largest private damage cases relating to panEuropean antitrust infringements. Till has spoken at numerous conferences and has published widely on the innovative approach of CDC as well as general developments in the field of private antitrust enforcement in Europe. Till studied law at the universities of Bonn, Cologne, Barcelona and London (University College) and published a doctoral thesis on international competition law. Prior to joining CDC he worked as competition lawyer in a leading international law firm in Brussels, Cologne and Madrid. Paolo Buccirossi is the Director and the founder of Lear. Paolo has been working in the field of competition policy since 1994. After five years as economic advisor at the Italian Competition Authority, in 1999 Paolo set up Lear. Paolo has also cooperated with several governments in the implementation of a national competition policy regime and has advised the Dutch and the Czech Competition Authorities on their system of sanctions for breaches of competition law. In addition, he has led several research projects for the European Commission, the OFT, the UK Competition Commission and the Brazilian CADE. Paolo has been Visiting Scholar at George Mason University, New York University and Cambridge University. He also teaches Economics of Competition Law at the University of Rome Tor Vergata. Paolo has published on several academic journals. Paolo Palmigiano is the General Counsel and Chief Compliance Officer (EMEA) for Sumitomo Electric Industries. Previously he was the Head of Competition Law at Lloyds Banking Group in London, the General Counsel of the Commission for Communications Regulation (ComReg), the regulatory and competition authority in Ireland for telecoms and post. From 2000 to 2009 Paolo headed the Competition and Regulatory team of BT Group plc in London. He is the chairman of the Association of in-House Competition Lawyers, vice-chair of BIAC (the voice of business at the OECD in Paris) and a non-governmental advisor to the Competition and Markets Authority (‘CMA’) in the UK. He is also a member of the Competition Appeal Tribunal’s users’ group.

Daniela Esposito is a Competition Legal Counsel at O2 (Telefonica UK). She is a competition law expert in Telecoms, Internet Services and e-Commerce with over 8 years’ experience. Daniela advises on a wide variety of competition law matters involving mergers and acquisitions, distribution, marketing, procurement and compliance issues. She has previously worked as an associate with the Spanish Law firm Gomez Acebo & Pombo where she has represented national and multinational companies across a wide range of industry sectors before the Spanish Competition Authority as well as the European Commission. Daniela holds a law degree from the University of Buenos Aires (2005) and has qualified as a lawyer in both Argentina (2005) and Spain (2007). She obtained an LLM in “International and Comparative Law” from the Vrije Universiteit Brussels (VUB) Belgium in 2008. Daniela speaks Spanish and English fluently and has practiced law in both languages. She has also published on several academic journals and newspaper articles. Miguel Perez Guerra is a senior antitrust counsel at Google in London, where he advises and oversees competition matters throughout the EMEA region. He previously worked at Amazon in its European headquarters in Luxembourg, where he was lead counsel to the retail and marketplace e-commerce businesses. Prior to moving in-house, he was a senior associate at Linklaters’ competition & antitrust team, and was an associate at Clifford Chance’s European competition and regulation group before that. He qualified into the telecoms & utilities department at Spanish law firm Garrigues. He is a graduate in law and in economics by Comillas-ICADE University in Madrid, and has studied international and EU law at Georgetown University and at King’s College London. Ciro Favia: with over 10 years of professional experience in the Energy sector, Ciro is currently Head of Italian Antitrust Affairs and Regulatory Support at Enel. Moreover, he is member of some business supervisory bodies and think tanks, such as UPA juridical commission, Confindustria Antitrust Group, International Chamber of Commerce Antitrust and Marketing commission. He was President of the Telemarketing control Committee. He experienced in Spain as Antitrust refererent for Viesgo, a Spanish electricity company and managed the M&A processes for the acquisition by Enel of subsidiaries in Eastern Europe (e.g. Russia, Romania, Bulgaria, Slovak Republic, Poland). He graduated in law with honours at Bari University (Italy). 15

16 Dahlia Kownator is a member of the Qualcomm’s Government affairs team. She focuses on antitrust policy as well as on high technological regulatory issues at European level. She started her antitrust policy career working with international law firms in Brussels, before working for the French Competition Authority, where she led high-profile antitrust cases related to the Internet industry. Dahlia then moved into high-level government affairs roles within the telecom/internet industry. Dahlia holds law degrees in public and private law from the University of PARIS X, the Université Libre de Bruxelles (U.L.B) and graduated from the Institut d’Etudes Politiques de Paris. She was admitted to the Brussels Bar as ‘Avocat stagiaire’ Luca Leonardo, admitted in Italy (Avvocato), is the Legal Compliance and Antitrust Manager of Italcementi Group, which he joined in 2000. Graduated in law from the University of Messina, he later earned a Master in EU competition Law and international contracts from Bicocca University and an Executive Master MBM (Management of Building Materials) from the MIP School of Management at Politecnico University in Milan. He deals with antitrust, antibribery, corporate criminal liability laws and other compliance matters. He is also responsible for designing and managing corporate compliance programmes, coordinating and supporting subsidiaries to ensure global implementation. Julia Suderow is Rechtsanwältin and Abogada, based in Bilbao. As a lawyer she advises companies and law firms on competition law issues. She is also specialized on energy issues and international litigation. She previously worked as an associate with the Spanish Law firm Gomez Acebo y Pombo and with the law firm, Dr. Frühbeck Abogados y Economistas in Madrid. She studied Law and History in the University of Hannover Germany. She has an LLM of the University of Hannover and holds a doctorate in Private International Law and EC Competition Law of the Universidad Carlos III of Madrid. She has several publications on Private International Law and Private Enforcement of Competition Law. Julia is the coordinator of the Spanish Team of the Osservatorio Antitrust.

ACADEMIC STAFF AND TEAM Claudio Lombardi. Postdoctoral Research Fellow. Higher School of Economics - Skolkovo Institute of Law and Development (Moscow). Claudio Lombardi is a postdoctoral research fellow at the Higher School of Economics and Skolkovo Institute for Law and Development, Moscow, Russia. Prior to joining the HSE, he was a doctoral candidate at the University of Trento and a Max-Planck Institute guest researcher (MPRIV - Hamburg). He was also awarded a DAAD Grant of the Europa-Kolleg Institute of Hamburg in 2013 and an Erasmus Mundus Scholarship for doctoral researchers in 2012. Claudio is chief editor and coordinator of the English team of the Antitrust Observatory. He researches about comparative competition law and policy, comparative regulatory law, law and economics and private comparative law. He holds a doctorate in competition law from the University of Trento, an LLM from the University of Aberdeen, a bachelor and a master in Law from the University of Brescia. He also gained a Diplôme de droit compare from the University Robert Schuman, Strasbourg. He has served, for 3 years, as a trainee lawyer and as an associate in leading Italian law firms and has gained experience also as an independent legal advisor of international companies and consultancy firms. Maurizio Dellantonio is Police Inspector, he coordinates the Mountaineering Activities of the Italian State Policy. In 1991 he became Alpine Guide and participated in extra-European expeditions. In 1980 Maurizio took part in the Corpo Nazionale del Soccorso Alpino e Speleologico (Alpine Rescue Team) and obtains the title of ‘Instructor’ and ‘Rescue Helicopter Technician’. In 1995 he became Station Master, in 2001 Managing Director of the zone Fiemme Fassa, from 2004 to 2009 he was the President of the Provincial Service of Trentino. From 2007 to 2012 he was National Councillor, and since 2013 he is the National Vice President. During his 35 years of militancy in the Alpine Rescue Team takes part and coordinates innumerable rescue operations. In 2001 he was nominated Cavaliere of the ltalian Republic. 17

SCIENTIFIC DIRECTION OF THE SUMMER SCHOOL 18 Gian Antonio Benacchio is Full Professor of European Private Law at the Faculty of Law of Trento University, where he has also taught International Commercial Law, Private Law and European Union Law. He is co-Director of the Osservatorio Permanente sull’Applicazione delle Regole di Concorrenza, an independent Research Centre, member of International Academy of Comparative Law, Paris, of Société de législation comparée and of Board of Sird. Co-director of Trattato di diritto privato comunitario, published by Giappichelli. His research interests are Comparative law, Private European law, Public Procurement Law and East European Law. He is author of several publications, among which Diritto Privato dell’Unione Europea, VI ed., Padova, 2013. Michele Carpagnano, PhD, holds a teaching position in EU Competition Law at University of Trento and he is the Founder and Co-Director of the Osservatorio Permanente sull’Applicazione delle Regole di Concorrenza. As Attorney he represents national and multinational companies before the Italian Competition Authority as well as the European Commission and he has been involved in several cases and class actions before domestic courts concerning antitrust infringements (private enforcement). Michele Carpagnano advised the European Parliament on the introduction of EU legislation on collective redress. He is author of three books on private antitrust enforcement and several articles on competition law issues.

22 ACADEMIC PROGRAM Historical foundations and their relevance today The historical foundations of competition law are essential to understand the current legal framework. The workshop will present the main aspects of the evolution of competition law in the EU since its origins. The workshop will also consider the goals of competition law and the methods applied by public authorities to pursue these goals, as applied in the last century and today. Moreover, the main theories that support Competition Law & Economics will be discussed from a historical perspective. Substantive law: Articles 101 and 102 TFEU These two advanced courses aim at analysing the application of Articles 101 and 102 TFEU in light of the latest case law and decisions from European and National Competition Authorities. Departing from the general description of the functioning of competition rules, this course focuses on complex legal, economic and practical issues encountered in the application of these rules. Summer school participants will discuss the relevant case law and decisions during the course also confronting their knowledge and perception of specific problems. Competition economics The aim of this advanced course is to provide the participants with a practical understanding of how economics is used in antitrust law assessments. The course will look into the modern usage of economic tools for the enforcement of competition rules and will encourage active participation in order to foster the creation of an interactive environment. Public Antitrust enforcement The aim of this advanced course is to analyse the dynamic of public enforcement in the European Union. Moreover, it will focus on specific procedural problems that arise in practice, adopting a practical approach. The Commission is charged with the enforcement of EU competition law and, since the entry into force of Regulation 1/2003, also National Competition Authorities are empowered to enforce the same competition rules. The course will also take into consideration the policy background that characterises the EU of competition law enforcement system.

23 Private Antitrust enforcement & collective redress The aim of this advanced course is to provide knowledge and practical guidance in relation to damage claims resulting from infringement of EU competition law in panEuropean cases. The workshop will also discuss the EU Directive for damage claims and relevant case law as part of the legal framework applicable to private enforcement of Competition Law in Europe. The course will also give guidance on Collective Redress legislations and their practice in Europe. How to sessions The four practical sessions of the Summer School will give participants insights and guidance on: i) How to submit a complaint before the Competiton Authorities and how to file a claim; ii) How to apply for Leniency; iii) How to assess antitrust damages; iv) How antitrust compliance programs work in practice. Hot topics in Competition Law & economics These two sessions will provide a summary and an authoritative outlook of the main developments in European Competition Law and Economics. Case law on European and national levels as well as relevant legislative developments that have taken place in 2015 and 2016 will be discussed with the participants. Practical simulations The two practical simulations will be based on the interaction with participants. The basics of each case will be presented (Dawn-raids, Court Hearings) and then the participants will have to simulate with the speaker and the team. Cocktail-talks Top experts from private practice, academia, business community and Institutions will discuss informally on Digital Economy & Competition Law and How to submit an antitrust complaint - file a claim. Presidents Round Table A unique opportunity to discuss with Presidents of the Italian, French, Luxembourg, Spanish and Basque Competition Authorities key issues and new developments of Competition Law enforcement in the EU.
