Dinner with our Congressmen We were delighted that Congressmen John Shimkus and Mike Bost found time in their busy schedules to join us for dinner and open discussion. The room was full of members who were ready to hear what they had to share about the work they are doing for us not only as business owners but as citizens too. The Congressmen listened to everyone’s concerns and answered questions about issues facing our industry and businesses as well as other matters facing our nation in the upcoming election. Top Clinton Advisor Cites Importance of Housing to the Economy Gene Sperling, a top economic advisor to Democratic presidential candidate Hillary Clinton, said that housing will play an important role in a Clinton administration. “For Hillary Clinton, growing middle-class jobs and middle-income security is the single lens in which she will judge economic policy,” Sperling said in an address to the NAHB Board of Directors at their Midyear Meeting in Miami. “What better helps the middle class than housing? Housing creates jobs in the United States. There is probably no other sector that creates jobs throughout income levels – from construction jobs to professional and servicing jobs.” Noting that the credit pendulum has swung too tight in the aftermath of the Great Recession, Sperling cited a study from the Urban Institute that compared credit availability during the pre-crisis levels to the standards of today. The study found that 5 million fewer home loans have been issued as a result of current tight lending standards. “Our challenge now is to never swing back to where we were, but to get to an equilibrium where people who are creditworthy can get the housing they need,” said Sperling. “This will lead to increased housing starts, construction and affordable housing, which we need in this country.” Sperling noted that the issue of housing finance reform is “really tough,” but stipulated that a government backstop is essential to protect the 30-year mortgage. “You need a backstop to ensure the United States of America still has a 30-year fixed mortgage,” said Sperling. “That is something that gives people the opportunity to become home owners in this country.” If Clinton is elected president, Sperling said she will: Defend and expand the Low Income Housing Tax Credit.  Encourage communities to implement land use strategies that make it easier to build affordable rental housing near good jobs by increasing funding for infrastructure banks and competitive grant programs.  Support common sense relief for community banks and make sure that any reforms level the playing field so that Wall Street banks do not have any advantages over community lenders.  Focus on a major infrastructure plan in which “she sees construction and housing as part of that larger infrastructure.” Regarding the mortgage interest deduction, Sperling said that Clinton’s tax plan would retain the mortgage interest deduction but cap the marginal rate at which households can take their deductions at 28% “So for 98% of Americans, the mortgage interest deduction is completely untouched,” said Sperling. NAHB does not endorse presidential candidates. 12

Trump Vows to Cut Burdensome Regulations in Address to Home Builders Additionally, Trump said he will end corporate inversions and repeal the estate tax, commonly referred to as the death tax. “I know so many families that have been destroyed by the death tax,” he said. “They end up losing their business or have to sell their business. Farmers are hit hard, housing companies are hit hard.” More than 950 NAHB members and guests listened to the Republican presidential candidate. Republican presidential candidate Donald Trump today vowed to cut regulations that are hurting the housing and economic recovery. Speaking before more than 950 NAHB members and guests attending the NAHB Board of Directors Midyear Meeting in Miami, Trump said that over-regulation is costing the economy $2 trillion per year. “No one other than the energy industry is regulated more than the home building industry,” said Trump. “Twenty-five percent of the cost of a home is due to regulation. I think we should get that down to about 2%.” Laying out his plan to create more jobs, lower taxes and reduce burdensome regulations, Trump said: “We will impose a temporary moratorium order on new agency regulations. We’ll cancel all illegal and overreaching executive orders signed by President Obama. We will eliminate all regulations that kill jobs. We will remove the bureaucrats that only know how to kill jobs and replace them with experts who know how to create jobs without regulations.” As part of his program to spur job and economic growth, Trump promised a major tax simplification plan to reduce the tax code to three brackets and ensure that all small businesses will be taxed at no more than 15%. “Everyone’s taxes will go down under my plan,” said Trump. 13 NAHB Remodelers Chair Tim Shigley of Wichita, Kansas, had a message for More than 11,000 people viewed Trump’s address to the NAHB board via a live video feed. “We are very honored to have these national leaders address our members,” said NAHB Chairman Ed Brady. “Their presence at our board meeting conveys the important role that the nation’s housing industry will play in the upcoming elections and reaffirms that housing must remain a national priority.” NAHB does not endorse presidential candidates. Noting that his father was a home builder, Trump expressed a deep affinity for the industry. “A home builder taught me everything I know,” he said. “There is no greater thing you can do. If you can build a home, you can build anything.”

Driverless Cars At present there are 240 million cars and light trucks in the USA, most of which are parked 23 hours a day or more. This idleness makes owning and driving a car expensive. If cars could just be used more, automobile transportation costs would fall. They will not only be safer than existing cars, but will travel faster and get much better gas mileage. And, shared self-driving cars are expected to easily take 50% of existing cars off the road. Suddenly the cost of conveying a passenger is likely to be not much more than double or triple the cost of public transit. Better yet, hailing such a vehicle from the permanent circulating fleet will take little time and no more than a swipe or two on your smart phone. As a bonus, on-street parking and most off-street parking would completely disappear. That is the promise of Uber, Lyft and all the other assorted ride hailing services. But, what about the next step, driverless cars? With no driver to pay, travel becomes even cheaper. What does the promise of cheaper transportation mean for cities, commutes, sprawl, and more generally how we live? I suggest it will encourage sprawl by increasing the distance of our commutes. Here’s why: As goods and services get cheaper we generally consume more of them. For example, long distance phone calls were once prohibitively expensive and we made them rarely. Today, they are free and we make lots of them. Televisions used to be very costly; a house had just one. Now, every room has a TV. Several years ago, gasoline was $4/gallon and owning a Prius was a status symbol. Now, with gasoline at $2.25/ gallon, we are buying gas guzzlers by the gross and driving more too. In short, as something gets cheaper, we generally consume more of it. Returning our attention back to driverless cars, as new technologies and roads are built to specifically accommodate these vehicles, their transformative potential will become apparent. 14 In short, we are on the verge of faster, safer, and cheaper travel. Add to this the twin observations that people generally are willing to commute about 30 minutes to get to work, and that (possibly as a result), urban population densities have generally been declining by about 1%/year since about 1890, and you have a strong likelihood that the cost and time savings these new modes of travel promise will result in longer distance commutes, and thus continued sprawl. In short, the easier it is to get from “Here” to “There”, the farther away from “There” people are apt to live. Moreover, this outcome is highly likely no matter how things turn out. If we enthusiastically embrace ride-sharing technology, something Americans have never done, we will all be whisked speedily to our now ever-distant places of work and sprawl continues. By contrast, if few of us ride-share and we instead use our own selfdriving cars, which is probably more likely, it would mean more cars on the road and thus slightly slower speeds than what could be achieved via mass ride-sharing and thus longer commutes.
