WELCOME We are entering our 36th year of hosting the CASL visitRaleigh.com National Soccer Series. Over the years, the tournament has grown from one weekend with a handful of teams to four weekends with 1,350 teams. Teams travelled to our tournaments this year from 34 states and Canada. On behalf of the Capital Area Soccer League (CASL) and our tournament partners, welcome to Raleigh and our tournament. We are excited to give you all a great tournament experience, both and off the field. We have worked hard to make sure our fields are ready. Our partners at the Raleigh Convention and Visitors Bureau have worked closely with our community to make sure our city is ready to host you. We hope you will take advantage of all that greater Raleigh has to offer including our restaurants, shopping, colleges, entertainment, and everything in between. In the following pages, you will find area maps to help guide you around our city. For the first time ever, we are also offering a regeneration station between games – it’s a free service for your teams to help in their post-game recovery. TOURNAMENT RULES FIFA / Laws All Tournament matches will be played in accord with the Laws of the Game as issued by FIFA. The following USYSA/NCYSA/CASL rules supplement the Laws of the Game. In the event of any rules dispute during the event, the USYSA/NCYSA/CASL rules of the game will be the rules of record during the tournament. Roster and Player Documentation a) You must participate with your Fall 2015 match roster. b) Maximum roster size is 18 for all 11v11 playing divisions. Maximum roster size is 14 for U12 and 14 for U11. Match roster must be provided to the referees prior to each match. US Club Teams – Fall 2015 match roster, laminated player passes, laminated coach passes, and US Club 2014 medical release forms USYS Teams – Fall 2015 match roster, laminated player passes, laminated coach passes, notification to travel from State Association for all states outside of North Carolina and 2015 medical release forms. (NOTE – per North Carolina State Law, if there is a place for notarization on the form, IT MUST BE NOTARIZED. Otherwise, no notarization is required.) International Teams – FALL 2015 match roster, laminated player passes, permission to travel from National/ Provincial Association and current 2015 MEDICAL RELEASE FORMS Player Equipment a) Where the color of the jersey is similar or identical, the designated home team (the team listed first in the schedule) will change jerseys. b) All players must have uniforms with individual numbers on the jerseys (excluding goalkeepers). c) No jewelry may be worn by any player (earrings, watches, necklaces, etc.) a) Players wearing casts are allowed to play with the approval of the on field referee. Please bring bubble wrap and foam wrap to cover any casts. d) Shin guards must be worn at all times by all players. e) Medical ID bracelets must be taped. f) All referee decisions are final regarding player equipment. Player, Coach, Spectator Ejection Any player ejected from a match will not be replaced and will not be allowed to participate in their team’s immediate next match. Ejection for fighting by players and coaches will result in the player or coach not being allowed to participate in any remaining tournament matches. Any coach ejected from a match will not be allowed to coach his/ her team in its immediate next match. Each coach is responsible for the conduct of the players and parents on his/ her team. Coaches not taking responsibility for their sideline’s conduct may be cautioned and/or ejected. Coaches, players, or spectators ejected must not be within “sight or sound” of the playing field. In accordance with FIFA rules, only players will be shown a card (yellow/red) when being cautioned or sent off. Assistant Referee: In the event that two official assistant referees are not available due to absence or extenuating circumstance, each team shall provide a line person for their side of the field. If only two officials appear at a match, the match shall proceed with a club lines-person, at the referee’s discretion. All games will use a 3 man referee system, with the club linesman as a last resort. Seating Teams will occupy one side of the field with each team between the 18 yard and center lines. Spectators will occupy the opposite side of the field, opposite their team, between the 18 yard and center lines. Artificial noise maker devices are prohibited. Alcohol beverages, pets and use of tobacco products are not permitted at game sites. *For complete tournament rules visit the tournament website. Inclement Weather Regardless of weather conditions, coaches and their teams must appear at the respective field site, ready to play as scheduled unless notified by CASL. Failure to appear will result in forfeiture of the match. Only the Tournament Director may cancel or postpone a match. Referees may suspend a match. In the case of severe weather, in his/her discretion, Tournament Directors may cancel any and all games. In case of severe weather, the Tournament Director reserves the right to make the following tournament adjustments at any point prior to or during the tournament: 6 - Relocate a match - Reschedule a match - Change a division structure - Reduce scheduled duration of a match - Cancel a match 2016 CASL VISITRALEIGH.COM NATIONAL SOCCER SERIES

Should a match be terminated due to weather conditions after 20 minutes of play, the match will be considered official and the score at the time will stand. If a match is terminated prior to 20 minutes of play every attempt will be made to complete the match. However, other necessary means determined by the Tournament Committee may be used to determine a winner. Referees and field managers will not consider beginning or continuing matches when a lightning storm exists. Ties Junior Showcase matches: Ties will stand at the end of regular play. Ties will stand for consolation matches. For both semi-final and championship matches, in the event of a tie, teams will be given a five minute rest and then immediately proceed with two consecutive five minute overtime periods (not sudden death). If the teams are still tied at the end of the two overtime periods, the winner of the match will be determined using the FIFA penalty kick method. Prior to starting the FIFA Penalty Kick shootout, the referee must ensure that each team has the same number of eligible players in the center circle. If one team has finished the game with fewer players than the other, the other team must reduce the number of players eligible to participate in the shootout so that both teams have the same number of players. Showcase matches: Ties will stand at the end of regular play. Advancement Junior Showcases: Division with four teams a. Each team will play three preliminary round matches. b. At the conclusion of all preliminary round matches, the top 2 teams will play a championship match. Division with five teams a. Each team will play four preliminary round matches. b. At the conclusion of all preliminary round matches, a Champion and a Finalist will be determined based on points. Division with six teams (two brackets times three teams) a. Teams A1-A3 will play 3 cross division preliminary round matches against B1-B3. b. At the conclusion of all preliminary round matches, all teams will be ranked by points and the top 2 teams will play a Championship match. Divisions with eight teams (two brackets times four teams) a. Each team will play three preliminary round matches. b. At the conclusion of all preliminary round matches, the top team in each bracket will play a championship match. Determination of Division Placement/Winners Junior Showcases: Three points will be earned for a win, one point for a tie and no points are earned for a loss. Any forfeiture will be scored as a 2-0 win with three points awarded to the winner. Where it is required to break a tie for standings within a division or for purposes of determining placement, the following order will be used to determine the winner: a) Head-to-head competition – Except where three teams are tied, in which case head-to-head competition will not be used. NOTE: If standings or placement must continue past 1st place team, then the determination of placement reverts back to head-to-head as first tie-breaker. b) Goal Differential (Maximum of 3 goals per game) c) Most goals scored. (Maximum of 3 goals per game) d) Least number of goals allowed. e) FIFA penalty kicks. Forfeits A forfeit shall be awarded if a team is not present and prepared to play within five minutes of the scheduled commencement time. It is requested that teams be present 30 minutes in advance of the scheduled commencement of a match to aid in the timely start of play. Seven players constitute a team when playing 11v11. A forfeit will be scored 2-0. Special Note Be sure to have in your possession at each game: a) Laminated current/validated player passes. b) Current medical release forms for each player. (NOTE – per North Carolina State Law, if there is a place for notarization on the form, IT MUST BE NOTARIZED. Otherwise, no notarization is required.) c) Tournament approved/validated Match roster 2015-2016 season. d) All validated required guest player documentation. e) Notification to travel for ALL USYS Teams. Only North Carolina teams are not required to complete a permission to travel. These are subject to inspection at any time by referees or tournament officials. All rosters and permission to travel forms will be checked prior to the tournament. Please remember that the Shootout is dedicated to the development of all of the athletes participating in the tournament, to good sportsmanship and to the “good of soccer.” The Tournament Director may suspend, without recourse or appeal, any players, coaches, parents, or other persons who demonstrate anything less. All teams must comply with the 2016 Tournament rules and Tournament Director’s decisions are final. Tournament Cancellation Capital Area Soccer League (CASL) will do everything in our control to host a quality tournament and maintain the safety of our tournament participants (refer to rule #16 for specifics on game accommodations during inclement weather). Ensuring the safety of our players, teams, and their families while traveling to the tournament, during the tournament, and after the tournament are a priority. If the off-field conditions or on-field conditions pose a threat to the tournament participants or spectators, we reserve the right to cancel the tournament in part or in whole, and refunds are not guaranteed. CASL will communicate regularly to participating teams in the event of severe, inclement weather (e.g., heavy rain, tropical storms, ice/snow, or any other act of nature) forecasts prior to and during the tournament. In the event of severe, inclement weather leading up to the tournament, our goal is to contact teams 32 hours prior to the first scheduled game with an update on the tournament (e.g., whether or not the tournament will be played, in part or in whole, or if it will be canceled in its entirety) to give teams time to make proper travel arrangements, adjustments, or cancellations. Refunds are not guaranteed in the event of tournament cancellation. - If the tournament is cancelled and no tournament games are played, any potential refund will be decided by the tournament committee after all tournament expenses have been paid. - If the tournament is cancelled in part or in whole during the tournament weekend, any potential refunds will be considered after the conclusion of the tournament and will be based on many factors including but not limited to games played, tournament expenses, rescheduling options, etc. Disclaimer The tournament committee, CASL, or tournament sponsors are not responsible for any expenses incurred by any team in the event that the tournament is cancelled in whole or in part for any reason. The Tournament Committee reserves the right to decide all matters pertaining to the tournament. The judgment of the Tournament Committee is final. Athletic Training CASL & Orthopedic Specials of North Carolina (OSNC) provide certified Athletic Trainers at all of the sites during the Jr. Showcases and Showcases. Athletic Trainers are available to tape, brace, evaluate injuries, refer athletes and make decisions about playing based on our evaluations. WRAL Soccer Park Athletic Trainers Athletic Trainers at WRAL Soccer Park will only tape pre-game in the athletic training room. Other Athletic Trainers will be stationed around the park under tents to evaluate & treat injuries and provide ice. Juicekeys Regeneration Station Regenerate your body for the next game! CASL is excited to offer a free Regeneration Station for our Jr. Showcase and Showcase teams! Our Peak Performance staff will lead 20-minute sessions for teams and individuals interested in recovering smartly and quickly for the next game. What: Post-game recovery and regeneration. Sessions will focus on foam rolling, trigger point therapy, stretching & player education When: Saturdays | Junior Showcase teams Fridays & Saturdays | Showcase teams Where: WRAL Soccer Park in Vendor Village (underneath a heated tent) Who: Only teams may register. Sessions will be limited to 1 team per session Price: FREE Register: Players will be notified via email when registration opens. We encourage anyone parking at WRAL Soccer Park to arrive early and carpool. Free overflow parking is available on Saturday and Sundays at North Raleigh Christian Academy (NRCA), which is right next to WRAL Soccer Park.
