e) FIFA penalty kicks. If necessary, these penalty kicks will take place immediately prior to the semi-final or championship match. f) In the event of a forfeit, tie breaking rules will only be applied if actually played. Showcases: 13. Determination of Division Placement will be based on the following: Three points will be earned for a win, one point for a tie and no points are earned for a loss. Any forfeiture will be scored as a 2-0 win with three points awarded to the winner. Where it is required to break a tie for standings within a division or for purposes of determining placement, the following order will be used to determine the winner: a. Head-to-head competition-Except where three teams are tied, in which case head-to-head competition will not be used. If standings or placement must continue past 1st place team, then the determiniation of placement reverts back to head-to-head as first tie-breaker. Forfeits A forfeit shall be awarded if a team is not present and prepared to play within five minutes of the scheduled commencement time. It is requested that teams be present 30 minutes in advance of the scheduled commencement of a match to aid in the timely start of play. Seven players constitute a team when playing 11v11. A forfeit will be scored 2-0. Special Note Be sure to have in your possession at each game: a) Laminated current/validated player passes. b) Current medical release forms for each player. (NOTE – per North Carolina State Law, if there is a place for notarization on the form, IT MUST BE NOTARIZED. Otherwise, no notarization is required.) c) Tournament approved/validated Match roster 2015-2016 season. d) All validated required guest player documentation. e) Notification to travel for ALL USYS Teams. Only North Carolina teams are not required to complete a permission to travel. These are subject to inspection at any time by referees or tournament officials. All rosters and permission to travel forms will be checked prior to the tournament. Please remember that the Shootout is dedicated to the development of all of the athletes participating in the tournament, to good sportsmanship and to the “good of soccer.” The Tournament Director may suspend, without recourse or appeal, any players, coaches, parents, or other persons who demonstrate anything less. All teams must comply with the 2016 Tournament rules and Tournament Director’s decisions are final. Tournament Cancellation Capital Area Soccer League (CASL) will do everything in our control to host a quality tournament and maintain the safety of our tournament participants (refer to rule #16 for specifics on game accommodations during inclement weather). Ensuring the safety of our players, teams, and their families while traveling to the tournament, during the tournament, and after the tournament are a priority. If the off-field conditions or on-field conditions pose a threat to the tournament participants or spectators, we reserve the right to cancel the tournament in part or in whole, and refunds are not guaranteed. CASL will communicate regularly to participating teams in the event of severe, inclement weather (e.g., heavy rain, tropical storms, ice/snow, or any other act of nature) forecasts prior to and during the tournament. In the event of severe, inclement weather leading up to the tournament, our goal is to contact teams 32 hours prior to the first scheduled game with an update on the tournament (e.g., whether or not the tournament will be played, in part or in whole, or if it will be canceled in its entirety) to give teams time to make proper travel arrangements, adjustments, or cancellations. Refunds are not guaranteed in the event of tournament cancellation. - If the tournament is cancelled and no tournament games are played, any potential refund will be decided by the tournament committee after all tournament expenses have been paid. - If the tournament is cancelled in part or in whole during the tournament weekend, any potential refunds will be considered after the conclusion of the tournament and will be based on many factors including but not limited to games played, tournament expenses, rescheduling options, etc. Disclaimer The tournament committee, CASL, or tournament sponsors are not responsible for any expenses incurred by any team in the event that the tournament is cancelled in whole or in part for any reason. The Tournament Committee reserves the right to decide all matters pertaining to the tournament. The judgment of the Tournament Committee is final.
