THE EVERETT ADVOCATE – Friday, June 21, 2019 Page 3 School officials ponder preschool registration fee By Christopher Roberson n an effort to curb chronic absenteeism in the preschool program, school officials could implement a registration fee structure in September. During the June 17 School Committee meeting, Assistant Superintendent of Schools Kevin Shaw suggested having two- and three-day options for three-year-old students as opposed the current five-day schedule. However, the fiveday program would continue to be used for the four-yearold students. “This is the students’ first introduction into the public schools,” said Shaw. “This is truly the bridge to our kindergarten program.” Shaw recommended implementing one-time fees of $100 for two days, $150 for three days and $250 for five days. Ward 5 Member Millie Cardello agreed that a fee structure is needed in the preschool program. “It’s high time that we do something,” she said. “I’ve been talking this up for over a year.” Because the preschool program has been free, Cardello said, parents who live outside of Everett will enroll their children in the program using the address of a relative who lives in the city. Member-at-Large Marcony Almeida Barros asked if preI school parents had been surveyed about the proposed changes. He also said $250 seems too high for the five-day program and suggested that it be lowered to $200. Shaw said he had a number of informal conversations with parents; however, a survey has not been conducted. “I don’t know that everyone will be pleased, quite honestly,” he said of the proposed fee structure. Ward 3 Member Frank Parker suggested reducing the rates by 50 percent for the first year to get parents accustomed to a fee structure; however, School Committee Chairman Thomas Abruzzese said more work would be needed before a fee structure could be solidified and put in place for the fall. Therefore, the committee voted unanimously to send the proposal back to the district’s administration. Review of fiscal year 2019 budget In other news, Assistant Superintendent of Business Affairs Charles Obremski said that for the first time in decades, the School Department will be returning approximately $2 million to the city from its fiscal year 2019 budget. He said the final figure for last year’s budget was $83.8 million. A ribbon-cutting ceremony and inaugural group ride happened on Monday, June 17 to celebrate. Twelve Bluebikes stations have been installed in Everett, providing tens of thousands of Everett residents and visitors with an efficient and affordable transportation option to connect to existing bike stations in Boston, Brookline, Cambridge and Somerville. Joseph McGonagle and his colleagues in the Massachusetts Legislature passed House Bill 69, authorizing $200 million for Chapter 90 funding to help municipalities complete road, bridge and infrastructure improvement projects. The bill also includes $1.5 billion for highway projects and $200 million for rail projects at the Massachusetts Department of Transportation. Thanks to the bill, Everett will receive $636,592 in Chapter 90 funding, in addition to $18,113,520 for the reconstruction of key roads. Since 1973, the Chapter 90 program has allocated funding annually to reimburse cities and towns throughout Massachusetts for qualifying infrastructure work. H.69 was unanimously supported by both the House of Representatives and the Senate. “Investment in our roads, bridges, and public transportation is critical for the City of Everett, especially with the increase of visitors due to the opening of the Casino,” said McGonagle. “This transportation funding bill will enable Everett to have more resources to help alleviate traffic. I know it’s an issue – and every day I see it. I’m proud the Legislature is taking action.” As a member of the Joint Committee on Transportation, McGonagle will continue to be a strong advocate for improving the safety and efficiency of roads, bridges, trains and motor vehicles. “Not only will these funds provide critical resources to cities and towns across the Commonwealth and fortify larger regional transportation projects, they will create jobs and spur economic growth,” said House Speaker State Rep. The MASC will then use the information from the forums and the survey to create a candidate profile. Provided that everything stays on schedule, Parker said, the job will be officially advertised in September. He said the ideal candidate should at least have a Master’s Degree and be certified as a superintendent. Other qualifications have yet to be decided by the School Committee. From there, the MASC will host a series of focus groups. Parker said 25 focus groups were recently held in Lowell to help find a superintendent for that district. After the Search Committee combs through the expected torrent of resumes, Parker said, at least three finalists will go before the School Committee to interview for the district’s top job. “It’s pretty much par for the course,” he said of the search process, adding that he is anticipating a crop of “real good candidates.” Parker said the School Committee intends to have the new superintendent in place by Thanksgiving. Once the position is filled, Parker said, the top priorities for the new superintendent are likely to include maintaining the district’s athletic, arts and science programs as well as bolstering career technology. In addition, Parker said he is not concerned about the number of applicants being negatively impacted by the circumstances surrounding the ousting of former Superintendent Frederick Foresteire. He also said MASC Executive Director Glenn Koocher described the superintendent job as being a “destination position.” “We are financially stable, we are performing,” said Parker.

He told me my Social Security number had been suspended because it was involved in a crime, and that I needed to reactivate it and secure my bank funds by withdrawing them and putting them on gift cards. Is this a scam? Worried Rita Dear Rita, Yes. It’s actually known as the “Social Security imposter scam” and it’s becoming a widespread problem in the U.S. The Federal Trade Commission has received more than 76,000 reports about this growing scam in the past 12 months alone. With average losses of $1,500, this scam is quickly becoming one of fraudsters’ favorite tricks. The Social Security imposter scam usually begins with a consumer receiving a call from someone claiming to be with the Social Security Administration. The caller informs the victim that their Social Security number (SSN) has been suspended because it was stolen or has been involved in a crime. The phone call may be a robocaller with a message to “press 1” to speak with a fake support representative who then claims to be able to help reactivate the consumer’s SSN. In a variation on this scam, the caller may also reach out to tell a victim that they qualify for an increase in benefits. All they need to do is provide the scamHow to Protect Yourself from the Social Security Imposter Scam mer with some information. Typically, these callers will ask their victims several questions to get personal information that they can then use to steal their identity or drain their bank accounts. Because of the numerous data breaches, these scammers may have access to accurate personal information – such as your SSN – that they can use to build trust and appear legitimate. Regardless, before concluding the scam, fraudsters will almost always request payment to “unfreeze” the SSN or to process the increase in benefits. The scammer may request that they be paid via an unusual payment method such as by gift card (and giving the fraudster the gift card number), or some form of cryptocurrency like Bitcoin. While the scam can be devastating, there are several steps you can take to prevent yourself, and your loved ones, from falling victim to this scam: Don’t trust your caller ID: Scammers can make it look as if the Social Security Administration is calling and even use the agency’s real number. If you receive an unexpected call from Social Security, don’t answer it. Instead, call Social Security’s customer service number at 800-772-1213 to see if they were actually trying to contact you. Remember, Social Security will never suspend your number or call and demand money: If anyone tells you something different, you’re being scammed. Don’t give out personal information: Never give out your Social Security number, bank information or other personal details to an unknown caller. If you already did, visit IdentityTheft.gov/SSA to find out what steps you can take to protect your credit and your identity. Don’t trust the caller just because they may know some of your personal information: It’s most likely a scam if the person on the other end asks to confirm your information. Talk about the experience: Those who’ve been targeted should alert friends and neighbors about the call to spread information and report the scam to the FTC at FTC.gov/complaint.
